- Thirteen (13) paid holidays each calendar year. Employees who are requested to work as part of a regular schedule on a “premium” holiday (New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day) shall be paid at the rate of time and one-half for hours worked in addition to regular pay for the day.

- These are full-time, 40 hours per week positions on first shift. These positions will be located at Ten Franklin Square, New Britain, CT, with an opportunity for a hybrid teleworking schedule.
- As a Research Analyst with BETP, you will work on projects that further Connecticut’s progress in addressing climate change by achieving its economywide greenhouse gas emissions reduction targets and ensuring equitable access to clean energy. You will work in one of BETP’s five offices relating to energy (OAHER, OBTD, OESI, or OFREP) on a number of complex projects related to energy and decarbonization policy, and program implementation.
The Office of Affordable Housing and Energy Retrofits (OAHER)
- OAHER designs and administers programs that reduce the energy burden of low- and moderate -income households through weatherization, decarbonization, and health and safety barriers remediation. With a specific focus on disadvantaged communities, OAHER targets emissions reduction goals in the affordable housing sector through participatory and inclusionary practices that improve the public health and wellness of vulnerable communities.
- OBTD works to decarbonize the building and transportation sectors through equitable and inclusive policy development. In addition, staff help ensure equitable statewide energy efficiency investment and support the transition of residential, commercial, and transportation sectors from fossil fuels to zero emission alternatives.
- OESI is responsible for developing policies related to renewable energy, conducting procurements for renewable energy to meet our state’s zero carbon electric grid goal, and implementing federal and state grant programs related to distributed solar and storage, grid resilience, and energy supply decarbonization.
- OFREP oversees Connecticut's participation in federal and regional energy proceedings and partnerships, including regional market design, transmission deployment, and other Federal Energy Regulatory Commission (FERC) and ISO-NE related issues.
- OTB is focused on developing equitable policies and programs to bring the economic and social benefits of broadband access to the residents and businesses of Connecticut. Specifically, OTB works to ensure the universal availability and accessibility of high quality, affordable telecommunications services to all residents and businesses in the state.
The Bureau of Energy and Technology Policy (BETP) is charged with developing policies and programs to mitigate and adapt to the impacts of climate change; conserve, improve and protect Connecticut’s natural resources and environment; and provide equitable access to broadband and affordable, clean and reliable energy to the people and businesses of the state.
BETP is a Bureau within DEEP. DEEP is charged with conserving, improving and protecting the natural resources and the environment of the state of Connecticut as well as making cheaper, cleaner and more reliable energy available for the people and businesses of the state. The agency is also committed to playing a positive role in building Connecticut’s economy and creating jobs – and to fostering a sustainable and prosperous economic future for the state.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for independently performing a full range of tasks in research design and implementation.
EXAMPLES OF DUTIES
Responsibilities may include:
- Conducting technical and policy research and analysis on topics assigned to BETP including, but not limited to, renewable energy, energy efficiency, energy affordability, building and transportation electrification, clean energy innovation, system reliability, climate policy, resilience, and energy market dynamics, among others.
- Studying and recommending methods of continuously improving and aligning programs with state policies.
- Analyzing datasets for trends and informing policy decisions.
- Creating data visualizations using complex data.
- Supporting stakeholder engagement activities including formal public meetings and written comment opportunities.
- Developing and implementing complex formal research projects.
- Analyzing, interpreting and preparing data in a variety of ways.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of professional experience in research, data analysis or economics.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
- Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
- Experience conducting technical research and analysis using quantitative data;
- Experience conducting technical research and analysis using qualitative data;
- Experience developing technical reports or technical data visualizations;
- Experience with oral and written communication, both digitally and in person, to internal and external stakeholders;
- Experience working within a team to develop and complete a project;
- Experience working on two or more projects simultaneously, while adhering to deadlines;
- Experience using Microsoft Office 365 applications, including Word, Excel, SharePoint, Teams, or PowerBI;
- Experience or coursework in any of the following: energy or utility policy; renewable energy; energy efficiency; building decarbonization; transportation decarbonization; climate change mitigation or adaptation; engineering; finance; economics; or sustainability.
