Overview

As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Agreements Specialist to join our growing team. The Agreements Specialist provides critical support to NOAA’s National Ocean Service, Business Operations Division by managing and coordinating a broad portfolio of federal agreements and related operational activities. This position plays a central role in facilitating the successful development, execution, administration, and close-out of agreements while ensuring adherence to applicable federal policies, financial controls, and administrative requirements. The specialist will work collaboratively across programs and offices to support mission priorities and improve agreement management processes and tracking systems. This position is a Hybrid position, with two days in the office and three days of optional telework.
Responsibilities
Duties of the Agreement Specialist will include the following:
- Lead the development, coordination, and management of internal and external agreements, including MOUs, MOAs, Interagency Agreements, and other reimbursable and partnership arrangements, while developing and maintaining a real-time Annual Agreements Plan that tracks agreements across their full lifecycle from development through close-out.
- Prepare and route agreement packages through administrative review, legal review, allotment, and approval processes while ensuring all required documentation is complete, accurate, and compliant with NOAA and federal requirements.
- Independently manage agreement actions across the full lifecycle, including planning, negotiation, execution, administration, and close-out, ensuring alignment with NOAA policies, documentation standards, and internal controls.
- Analyze agreements, processes, and supporting documentation to identify opportunities to improve efficiency, consistency, and compliance, and develop more effective and standardized workflows.
- Coordinate with internal stakeholders, including leadership, program staff, grants and agreements personnel, contracting officials, and counsel, as well as external partners, to support agreement development, execution, and mission delivery.
- Support tracking, reporting, and status updates related to agreements, including maintaining internal tracking systems and contributing to data calls, briefings, and documentation as needed.
- Further develop, maintain, and improve agreements tracking and management tools, including supporting the use of G-Invoicing and other federal systems necessary for agreement execution, tracking, and financial coordination.
- Provide limited support to office operations, including basic purchasing coordination (e.g., micropurchasing price comparisons and tracking) and routine facilities/logistical coordination, ensuring these activities align with operational needs and applicable policies.
Qualifications
The Agreements Specialist selected should have the following:
Qualified candidates should possess experience supporting federal agreements and business operations functions within a government or contractor-support environment, including the following:
- Bachelor’s degree with a minimum of four (4) years of relevant professional experience, OR high school diploma/GED with at least eight (8) years of experience supporting federal agreements, grants, contracts, or interagency activities.
- Prior experience serving as a federal Contracts Specialist, Agreements Specialist, Grants Specialist, Contract Administrator, or in a comparable government acquisition or agreements management role is highly desired. Candidates with direct experience supporting federal procurement, agreements, or acquisition offices are strongly preferred.
- Experience developing, maintaining, and managing agreement tracking systems, databases, spreadsheets, or related tools used to monitor agreement status and lifecycle activities.
- Working knowledge of federal agreement administration processes, including document preparation, administrative review, legal coordination, execution procedures, and agreement close-out requirements.
- Familiarity with federal agreement instruments such as MOUs, MOAs, Interagency Agreements, and reimbursable agreements; experience supporting partnership or cooperative arrangements is preferred.
- Strong proficiency with Google Workspace applications, particularly Google Sheets, and/or Microsoft Office Suite for reporting, tracking, documentation, and data management.
- Demonstrated ability to communicate effectively and collaborate with federal employees, leadership, program offices, and multidisciplinary teams in a professional environment.
- Ability to work independently, manage competing priorities, maintain attention to detail, and contribute to the improvement of operational procedures and standard processes.
- Must be eligible to successfully complete and maintain a National Agency Check with Inquiries (NACI).
