Job Summary
The Associate Vice President and Chief Information Technology Officer (AVP/CIO) provides strategic leadership, vision, and operational oversight for all information technology systems and services at Bluegrass Community and Technical. This position ensures that IT initiatives align with the college’s mission. The AVP/CIO leads the planning, development, implementation, and support of college-wide technology infrastructure, cybersecurity, enterprise systems, academic and administrative computing, and instructional technologies.
Job Duties:
- Develop and execute a comprehensive IT strategy aligned with institutional goals and the college’s strategic plan.
- Provide visionary and strategic leadership to the Information Technology Services (ITS) department, including network infrastructure, enterprise applications, cybersecurity, help desk, and instructional technology support.
- Collaborate with college leadership to evaluate technology needs and recommend cost-effective, scalable, and innovative solutions.
- Oversee IT governance processes to ensure transparent decision-making and prioritization of technology initiatives.
- Ensure compliance with all applicable federal, state, and local regulations, including data security and privacy standards (e.g., FERPA, HIPAA, GLBA).
- Direct the planning and implementation of enterprise systems and ensure their integration across departments.
- Provide leadership in the development and enforcement of IT policies, standards, and procedures.
- Manage the IT budget, including capital planning, procurement, and resource allocation.
- Lead business continuity planning and disaster recovery strategies for critical technology systems.
- Foster a culture of innovation, customer service, collaboration, continuous improvement, and accountability within the IT organization.
- Serve as the primary liaison to internal stakeholders, KCTCS, and external technology vendors and partners.
- Stay abreast of emerging technologies and higher education IT trends to inform strategic decisions.

Minimum Qualifications:
- Bachelor’s degree in information technology, Computer Science, Business Administration(or related field), 3 years of supervisory experience, and 5 years of progressive IT Leadership experience.
- Expertise in managing enterprise systems, IT infrastructure, and cybersecurity frameworks.
- Skilled in strategic planning, budgeting, and change management.
- Excellent communication, collaboration, and leadership skills.
Preferred Qualifications:
- Master’s degree in information technology, Computer Science, Business Administration(or related field), 5 years of supervisory experience, and 7 years of progressive IT Leadership experience.
- Experience with community college and/or other higher education systems and the unique technology needs of diverse, multi-campus institutions.
- Familiarity with KCTCS (if in Kentucky) or similar state systems.
- Project management certification (e.g., PMP) or IT governance/architecture certification (e.g., TOGAF, ITIL).
- Experience with artificial intelligence, cloud computing, hybrid learning environments, and data analytics platforms.
