Business Development provides strategic leadership and execution oversight for Oak Grove Technologies’ (OGT) federal growth initiatives, driving the identification, qualification, and capture of new business opportunities across the Department of Defense (DoD) and broader federal market. This role is responsible for developing and executing business development strategies that align with OGT’s Strategic Plan, expanding the company’s footprint within key mission areas, and building a robust, qualified pipeline to support sustained growth.

As a key contributor to the growth organization, Business Development partners closely with executive leadership, operations, and program teams to shape opportunities, influence acquisition strategies, and position OGT for successful contract awards. This role serves as a trusted advisor in capture and proposal efforts, leveraging market intelligence, customer engagement, and competitive analysis to drive win strategies and maximize probability of success in a highly competitive, federally regulated environment.

Requirements:

Key Responsibilities

  • Lead business development activities across assigned DoD and federal mission areas, including opportunity identification, qualification, and capture execution.
  • Develop and implement strategic growth plans, account strategies, and capture plans aligned with OGT’s corporate objectives and long-term vision.
  • Build and maintain a qualified pipeline of new business opportunities, ensuring alignment with organizational priorities and revenue targets.
  • Identify, analyze, and communicate emerging market opportunities, customer needs, and competitive positioning to internal stakeholders and executive leadership.
  • Establish and maintain strong relationships with current and prospective government clients, industry partners, and key decision-makers to drive business growth.
  • Lead and support capture efforts, including development of win strategies, themes, competitive assessments, and pricing strategies.
  • Oversee and contribute to proposal development and management, ensuring high-quality, compliant, and compelling submissions.
  • Collaborate with program management and operations teams to align technical solutions, pricing, and execution strategies with customer requirements.
  • Develop financial models and business cases to evaluate and prioritize opportunities based on risk, return, and strategic fit.
  • Maintain and leverage competitive intelligence, including competitor analysis and market research, to inform positioning and strategy.
  • Represent OGT at industry events, conferences, and professional associations to enhance brand visibility and expand business networks.
  • Identify and establish strategic partnerships and teaming agreements to strengthen OGT’s competitive positioning.
  • Provide ongoing updates and insights to leadership regarding pipeline health, market trends, and growth performance metrics.
  • Partner closely with the Vice President of Operations and other senior leaders to ensure alignment between growth strategy and operational execution.

Qualifications

Education

  • Bachelor’s degree in Business, Marketing, Finance, Engineering, or a related field (required).
  • Master’s degree or MBA preferred.

Experience

  • 10+ years of progressive experience in business development, capture management, or federal sales, with a strong focus on DoD and federal agencies.
  • Proven success identifying, qualifying, and winning federal contracts in a competitive environment.
  • Experience leading capture efforts and proposal development, including strategy, pricing, and execution.
  • Strong understanding of federal acquisition processes, contracting regulations, and procurement lifecycle.
  • Established network of contacts within the DoD, federal agencies, and/or prime contractor ecosystem highly desirable.
  • Experience supporting strategic planning and growth initiatives within a government contracting organization.

  • High level of organization, attention to detail, and accountability in executing business development initiatives.
  • Strong proposal writing and content development capabilities, with the ability to synthesize technical and non-technical inputs into compelling narratives.
  • Self-motivated and results-driven, with a track record of achieving or exceeding growth targets.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Ability to travel as needed to support client engagement, capture activities, and industry events.
