The Cloud Platform and Data Engineer provides expert consultation to management and professional IS staff. Conducts comprehensive analysis, planning, development, implementation and coordination for the operations, maintenance, installation and construction of information systems. The focus of these systems will be cloud implementations including new systems and migrating existing systems while adhering to the agency cloud adoption framework. The systems could involve both on premises and cloud technologies.
The State of Oregon has adopted a Cloud Forward strategy. This position should use the Cloud Forward strategy as guiding principles.
As a Cloud Platform and Data Engineer, you will provide expert-level in-depth support, architectural and testing guidance for technically sophisticated computer software and data systems that are foundational to the ongoing operation of large scale, mission critical computer systems within the Oregon Health Authority (OHA) and the Oregon Department of Human Services (ODHS).
In this role, you will design, construct, operate, and maintain infrastructure platforms to host applications including SaaS, PaaS, and COTs. The customer base served includes technically sophisticated end-users, software vendors and suppliers, systems programmers, technical contractors, system management staff and various other systems operation staff. This position will also coordinate with organizations that mange state on prem resources to support a hybrid cloud/on prem environment.
This is a new position assigned to a team tasked with building and operating systems that are foundational to the modernization of mission critical, large-scale payment and financial within the Oregon Health Authority (OHA) and the Department of Human Services (DHS). Modernization will include understanding the current people, processes and technology and migrating to a modern solution using SaaS solutions, components, interfaces, API’s through configuration, customization and extending features with approved tools and standardized components.

What We Are Looking For

(a) Six (6) years of information systems experience in the following:
- Experience deploying production solutions in at least one leading cloud computing platform (Azure, GCP, or AWS).
- Experience with Infrastructure-as-Code (IaC) tools and lifecycle configuration management.
- Experienced in cloud-native development, DevOps, and CI/CD,
OR
(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field.
AND
four (4) years of information systems experience in the following:
- Experience deploying production solutions in at least one leading cloud computing platform (Azure, GCP, or AWS).
- Experience with Infrastructure-as-Code (IaC) tools and lifecycle configuration management.
- Experienced in cloud-native development, DevOps, and CI/CD,
OR
(c) A Bachelor's degree in Information Technology, Computer Science, or related field
AND
two (2) years of information systems experience in the following:
- Experience deploying production solutions in at least one leading cloud computing platform (Azure, GCP, or AWS).
- Experience with Infrastructure-as-Code (IaC) tools and lifecycle configuration management.
- Experienced in cloud-native development, DevOps, and CI/CD,
OR
(d) Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.

- Proven experience in designing, deploying, and managing cloud infrastructure solutions including containers and VMs.
- Experience developing and supporting data pipelines.
- Experience with cloud security controls, compliance reporting, and best practices for securing cloud environments.
- Proven experience in designing, deploying, and managing cloud infrastructure solutions including data pipelines, SaaS, PaaS, databases, APIs and CI/CD pipelines.
