We are hiring a Cost Estimating Manager located in Torrance, CA, to support public sector construction projects. The position will initially be dedicated to supporting owner's side estimating for the UCLA Harbor medical facility project, a public healthcare facility.

Essential Duties & Responsibilities:

Lead the cost estimating efforts for program-wide change orders during the construction phase. Track, manage, and analyze change orders in conjunction with other program costs such as budgets, actuals, estimates to complete, revisions, and run regular cash flow and tracking reports utilizing the cost module of the PMIS (eBuilder). Process incoming contract requests and approvals in eBuilder. Prepare monthly, quarterly, and ad-hoc change order and cost tracking reports. Additional duties include:

  • Leads all cost estimating efforts for change orders as part of a team of 5-6 other cost estimating staff.

  • Preparation of cost estimates for modifications / change orders; collaboration with the cost management team to prepare cost analysis and pre-negotiation plans, evaluation and resolution of claims and change requests.

  • Provide support for preparation of change order close out documents; support the preparation of reports and other correspondence; interfacing with the GC and agency personnel.

  • Prepare necessary materials and lead the dispute resolution process such as Dispute Resolution Board (DRB) or other Alternate Dispute Resolution (ADR) processes.

  • Document and prepare for potential claims following unsuccessful ADR processes; establish documentation processes for potential claims.

  • Compare contractor submissions against market rates and productivities.

  • Attend / lead / record meetings to discuss changes with the contractor to fact-find details of the contractor's change requests.

  • Collaborate with the change control team to maintain change management spreadsheets (Issues Log, change requests Log, Change order Log, etc.). Update and utilize eBuilder Software.

  • Coordinate with client's contract administration team to process and approve change orders.

  • Recommend improvements in systems, tools, and methods of project controls.

  • Establish a project work breakdown structure in line with industry best practices.

  • Interact with other project groups to provide cost codes, purchase order commitments, and change orders to ensure accounting guidelines are implemented.

  • Performs other duties as deemed necessary that the Supervisor may request from time to time.

Knowledge & Skills Required:

  • Manage and monitor team members' activity in alignment with organizational goals.

  • Delegate providing clear instructions and ongoing feedback.

  • Monitor metrics and course correct as necessary while holding self and others accountable.

  • Provide feedback to senior leaders and clearly communicate organizational direction to team members.

  • Build relationships with key internal resources (peers, direct reports, & senior leaders).

  • Create development opportunities and plan for direct reports and teams; provide ongoing feedback.

  • Demonstrate leadership traits and represent company values in a client facing capacity.

  • Provide Value Engineering solutions to clients by identifying opportunities for savings and ensuring material substitutions are equal.

  • Proven business development skills that have grown current market over the past year.

Preferred Education and Experience:

  • BS in Construction, Cost & Commercial Management, Engineering, Quantity Surveying, or related field.

  • A minimum of ten (10) years of cost estimating experience in the construction field.

  • A minimum of five (5) years of experience leading change order management efforts in the construction field.

  • Prior experience managing a staff of cost estimators.

  • Proficiency in MS Office Suite software. Prior experience of Unifier and eBuilder software is highly preferred.

  • Knowledge of construction cost accounting that includes setting up budgets, commitments, actual cost, remaining cost, potential and approved change orders, and estimate to complete.

The salary range for this full-time role is $132,800.00-$185,933.36 per year. Ranges are determined based on the position, geography, client and industry experience and level, and represent a good faith effort to provide a fair and equitable salary. This range reflects base salary only, and not the total compensation package. Cumming Group reserves the right to pay more or less than the posted range, depending on a candidate’s experience, skills, and qualifications, including client requirements.
