Job Responsibilities
Under limited supervision, the County Nurse manager, manages programs, staff, clinical services, and fiscal processes of a local public health department. Identifies community partners, providers and agencies and develops relationships to further public health efforts in the community.
Hires supervises and evaluates clinical and clerical staff.
- Ensures required orientation and ongoing training requirements are met.
- Provides educational opportunities that enhance staff skills and knowledge.
- Oversees the provision of training for health profession students from local colleges and universities.
- Ensures staff follows programmatic guidelines and regulations for all programs.
- Creates a climate of respect, teamwork, and inclusion.
Plans, implements and manages County Health Department programs and clinical services based on community health needs.
- Uses community health, population, and epidemiologic data, the Community Health Improvement Plan, and District Strategic Plan to develop a strategic plan for county programs and services.
- Participates in community organizations and develops partnerships to advance the services and programs of the Health Department.
- Compiles and submits data and reports monthly and upon request by the district or state.
- Participates in the development and revision of guidelines, policies, and procedures.
Ensures safe, quality services through Q/A and Q/I processes.
- Oversees implementation of customer satisfaction surveys and responds to complaints.
- Participates in QI projects.
- Oversees auditing and chart review processes.
Plans and monitors county health budgets in partnership with the lead business clerk and the District Business Office.
- Evaluates supply, equipment, medical and facility needs, and plan resources accordingly.
- Plans and implements community education outreach activities including but not limited to health fairs and presentations to community groups.
Provides direct patient care services as an expanded role nurse.
- Demonstrates knowledge of and exercises good judgment in the execution of patient care protocols.
- Orders appropriate lab work, pharmacologic and non-pharmacologic treatments and administers medications and vaccines in accordance with protocol.
- Provides patient education and make appropriate referrals.
- Documents care in a thorough, appropriate manner in the EMR.
- Participates in Nurse Manager meetings and contributes to District program goals and objectives.
- Briefs the Board of Health on clinic operations and facilitates communication between the District and BOH.
- Participates in emergency preparedness planning and response activities.
- Communicates facility needs (including but not limited to painting, landscape, and repairs) to the BOH and appropriate county authority.
- Ensures fire safety requirements are met including maintenance of fire extinguishers, operation of lighted exit signs, and placement of room evacuation maps.
- Ensures sharps containers and other housekeeping procedures are followed according to the policy on precautions and management of exposure to Bloodborne Pathogens.
Minimum Qualifications
Associate degree in nursing from an accredited college or university and three (3) years of nursing experience and completion of a PHN course within one year of hire and current Georgia Registered Professional Nurse license and CPR certification; or two (2) years of experience at the lower-level PH Registered Nurse Spv (HCP193) or position equivalent.
PREFERRED QUALIFICATIONS:
- Public Health clinical or programmatic management. Federal or state budget management. Knowledge of Ga DPH Nurse protocols.
