Reporting Relationships
Reports to: Vice President of Academic Affairs/Chief Academic Officer (CAO)
Supervision Exercised: Functional and administrative supervision is exercised over full-time and part-time employees; faculty, exempt administrators/professionals, and non-exempt support staff.
Job Summary: Under the direction of the Vice President of Academic Affairs/CAO, the Dean of College Readiness & Learner Supports is responsible for academic support, and/or support programs, including planning, reporting and the day-to-day operations of Developmental Education, Testing, Tutoring Services, Adult Education and Literacy Programs, and Refugee & Immigrant Services. Serves as the college’s liaison with internal and external stakeholders for assigned areas of responsibility to assure development and on-going maintenance of key community relationships. Plans, recommends, and implements the operational philosophies, goals, and objectives for assigned areas. Participates in hiring, training, professional development, supervision, and evaluation of full and part-time faculty and staff. Responsible for effective and efficient reporting of fiscal, MIS, and strategic planning functions; demonstrates a strong commitment to diversity across all areas of responsibility; and participates in formulation, communication and implementation of the core values of the college.
Essential Duties and Responsibilities include the following. Related duties may be assigned.
- Represent and promote implementation of the College’s core values.
- Provide input into the development and implementation of division-related goals that support the College’s strategic initiatives and the Academic Plan.
- Support and encourage diversity in staffing and programming.
- Work collaboratively with Academic Affairs leadership, including participation in Academic Affairs professional development initiatives and planning councils.
- Lead the process and preparation of annual reports and program reviews.
- Ensure that appropriate division policies, procedures and guidelines are developed, maintained and enforced.
- In accordance with college policy and the Collective Bargaining Agreement, oversee the process of hiring new and replacement faculty positions and the faculty tenure process.
- In accordance with college policy and division procedure, develop and assign Developmental Education faculty schedules.
- Provide oversight to the areas of Library, Tutoring Services and Testing.
- Ensure that procedures and actions taken are consistent with the faculty association’s Collective Bargaining Agreement.
- Approve student requests for course waivers, exemptions, and substitutions in consultation with Developmental Education faculty.
- Supervise and meet regularly with division faculty and staff.
- Ensure that division faculty and staff are kept informed of college initiatives and are represented on appropriate college committees and task forces.
- Work with the Vice President of Academic Affairs/CAO to actively investigate and develop new programs and courses.
- In accordance with college policy and Collective Bargaining Agreement, and in cooperation with the Vice President of Academic Affairs/CAO, evaluate division faculty as appropriate.
- Plan and direct the administrative and operational activities for all Adult Education and Refugee & Immigrant Services, while meeting local, state and federal requirements for programming, performance, and fiscal responsibility.
- Maintain current knowledge of local, state, and federal guidelines in order to meet program requirements and obtain maximum funding for Adult Education and Refugee & Immigrant Services grant programs.
- Lead and/or aid in all grant submissions and reporting.
- Represent the College and division interests by participation with appropriate external committees and activities (local, regional, and national).
- Mediate conflicts between students and faculty.
- Hire, supervise, train, mentor, evaluate, and discipline grant employees.
- Administer all budgets, meeting all budget requirements and maintain fiscal integrity for all areas.
- Establish positive relationships, both internally and externally, in order to promote additional educational opportunities and to establish programs and projects that will serve the needs of our students and will position the programs for future and continued funding.
- Analyze program and demographic data in order to administer successful strategic planning for the program.
- Develop and recommend fees for all courses and programs.
- Maintain appropriate records and reports on all program activities as required by the college, state, county, and various funding sources.
- Develop and implement adult career pathways that will successfully transition adults into high demand occupations.
- Attend and participate in conferences and workshops as they relate to the programs.
- Make presentations regarding adult career pathway opportunities to various organizations, including professional, community and educational groups.
- Demonstrates a strong commitment to diversity in hiring and in relationships with students, faculty, staff, and community.
- Using tact and courtesy, the ability to establish and maintain effective relationships with persons contacted in the course of work.

Minimum Qualifications
Master’s Degree required in one of the assigned discipline areas, Ph.D. or Ed.D. preferred.
- Minimum of three – five years of supervisory/management experience required.
- Higher education teaching experience preferred.
- Administrative experience in a higher education setting preferred.
- Experience developing and implementing career pathways programs preferred.
- Excellent demonstrated organizational skills.
- Ability to use independent judgment and function autonomously.
