Job Summary

The Director of Regulatory and Economic Analysis serves as EPIC’s lead technical and analytical authority on utility regulation, integrated resource planning, load forecasting, utility rate design, generation adequacy, and energy market analysis.

This position is responsible for building and overseeing the analytical framework supporting EPIC’s statutory mission: to assess Kentucky’s current and future energy needs, evaluate generation and transmission adequacy, analyze emerging large-load developments, and provide independent, data-driven analysis to policymakers, stakeholders, and the public.

A central responsibility of this role is supporting the development and ongoing production of the Kentucky Electricity Adequacy Plan (KEAP) – EPIC’s flagship statewide planning document, and providing analytical support to EPIC’s three standing technical committees: the Demand Forecasting Committee, the Primary Energy Supply Committee, and the Transmission Infrastructure Committee.

The Director will lead analytical work covering:

• Utility integrated resource plans (IRPs)
• Load growth and demand forecasting
• Data center and large-load impacts on the electric system
• Generation planning and resource adequacy
• Utility rate structures, cost allocation, and cross-subsidization
• Transmission planning
• Energy affordability and reliability
• Long-term resource adequacy assessment

The position will work closely with Kentucky utilities, regional transmission organizations, state agencies, legislators, university researchers, consultants, and industry stakeholders. This role is intended to establish EPIC as a credible, technically rigorous, and independent source of energy analysis for the Commonwealth.

The Director works in close coordination with and under the direction of the Executive Director, who sets analytical priorities, guides EPIC’s external relationships, and maintains final authority over EPIC’s work products and public positions.

This is primarily a hybrid position located in Lexington, Kentucky, with periodic travel throughout the Commonwealth and occasional out-of-state travel for meetings, conferences, and stakeholder engagement.
The position operates in a fast-moving and highly visible policy environment involving state leaders, utilities, industry stakeholders, university researchers, and the Kentucky General Assembly.

About EPIC
The Kentucky Energy Planning and Inventory Commission (EPIC) was established by the Kentucky General Assembly to provide independent analysis, planning, and assessment related to Kentucky’s energy future. Administratively attached to the University of Kentucky’s Center for Applied Energy Research (CAER), EPIC operates as an independent state agency under the direction of a Senate-confirmed Executive Director.
EPIC’s analytical work is organized around three standing technical committees—Demand Forecasting, Primary Energy Supply, and Transmission Infrastructure—each comprising utility professionals, academic experts, and state agency representatives. These committees provide the technical foundation for EPIC’s primary planning deliverable, the Kentucky Electricity Adequacy Plan (KEAP), which will serve as a comprehensive, independent assessment of the Commonwealth’s electricity system needs for years to come.

EPIC works collaboratively with stakeholders across the Commonwealth to evaluate energy reliability, affordability, generation adequacy, infrastructure needs, and long-term resource planning. The agency is charged with building a technically rigorous, non-partisan record to inform energy policy decisions in Kentucky for decades to come.

Skills / Knowledge / Abilities

Preferred Education/Experience

• Advanced degree in economics, engineering, public policy, business, or a related field.
• Professional experience involving integrated resource planning (IRPs), utility rate cases, generation planning, forecasting and load modeling, transmission planning, or energy market analysis.
• Experience testifying before regulatory or legislative bodies.
• Familiarity with regional transmission organizations, reliability planning, and emerging large-load issues.
• Strong understanding of Kentucky’s utility landscape and regulatory framework.
