Choctaw Global is seeking a seasoned and strategic Director of Federal Health and Business Development to lead growth across our portfolio of tribally owned companies. This senior leadership role is responsible for driving pipeline development, capture execution, and revenue growth within the Federal Health market.
The Federal Health Director will lead the full business development lifecycle—from opportunity identification through contract award—while building and expanding executive-level relationships with federal agencies and industry partners. This role serves as a key growth driver, leveraging Tribal 8(a) advantages to position Choctaw Global as a preferred solutions provider.
Key Responsibilities:
Federal Health Growth Strategy:
- Lead and execute business development strategy across Federal Health agencies including DHA, HHS, CMS, NIH, and VADevelop unified strategies that align with portfolio growth goals and individual business unit revenue targetsIdentify cross-business unit opportunities that create competitive advantages
Opportunity Development & Capture:
- Identify, qualify, and prioritize new opportunities across the Federal Health marketLead capture efforts from early shaping through contract awardDevelop win strategies, teaming approaches, and competitive positioningLeverage Tribal 8(a) sole-source authority to pursue strategic awards
Agency Engagement & Market Intelligence:
- Build and maintain relationships with federal program officials, contracting officers, and small business officesMaintain current and consistent knowledge of acquisition strategies, budget cycles, and procurement trendsRepresent Choctaw Global at industry events and partner engagements
Proposal & Pipeline Management:
- Lead proposal strategy, including win theme development, solution positioning, and pricing alignmentMaintain a qualified pipeline to provide accurate forecasting and reportingTrack key performance metrics including win rates and pipeline velocity
Collaboration & Leadership:
- Partner with operations, recruiting, and technical teams to develop mission-aligned solutionsLead cross-functional capture and proposal teamsSupport and potentially supervise business development and capture personnel
Minimum Qualifications:
- Demonstrated success developing and executing business development strategies within Federal Health or Health Technology marketsProven experience leading capture efforts and securing federal contractsStrong understanding of federal procurement processes and acquisition lifecyclesAbility to build and maintain relationships with federal stakeholders and industry partnersStrong analytical and strategic reasoning skills
Required Education & Experience:
- Bachelor’s degree in Business Administration, Public Administration, Political Science, or related fieldMinimum of ten (10) years of experience in federal business development, capture management, and/or growth strategyProven track record of securing at least $100M in federal contract awards over a consistent time periodExperience with FAR/DFARS, GWACs, IDIQs, and task order competitionsExperience supporting SBA 8(a), tribally owned, or small disadvantaged businesses
Preferred Qualifications:
- Fifteen plus (15+) years of federal business development experienceDirect experience within the Federal Health marketExperience with DHA, HHS, CMS, NIH, and/or VAExperience leveraging Tribal 8(a) sole-source strategiesActive security clearance or ability to obtain a security clearance
