Reports to the Vice President, Rates and Regulatory Affairs and leads the preparation, filing, and management of rate cases to align with the Company's financial, operational, and compliance goals. Oversees case strategy and execution, supervises regulatory staff, coordinates cross-functional teams and external partners, and prepares testimony. Also supports broader regulatory strategy and industry analysis.

Job Description

Position Purpose:
Reports to the Vice President, Rates and Regulatory Affairs and leads the preparation, filing, and management of rate cases to align with the Company's financial, operational, and compliance goals. Oversees case strategy and execution, supervises regulatory staff, coordinates cross-functional teams and external partners, and prepares testimony. Also supports broader regulatory strategy and industry analysis.
Primary Duties/Responsibilities:
- Participates in the decision to undertake a rate case through review of each subsidiary's financial performance including analysis of the need and timing of its capital plan based on identified customer service and compliance targets.
- Plays a key role in the Business Review process as it relates to planning and prioritizing rate case filings for the regulated business units.
- Understands and uses the specific requirements of each regulatory jurisdiction as they relate to the appropriate development and timing of rate case filings to maximize revenue recovery; builds productive relationships with regulatory agency Staff.
- Provides direction and guidance in the preparation of the rate filings pursuant to the filing timetable, and assists in the preparation of rate filing requirements, testimony, and exhibits. If necessary or appropriate, acts as sponsoring witness for rate case testimony.
- Drives the post rate case review process including the preparation of the Rate Case Summary Reports, any other appropriate post order review or follow-up, and a quarterly rate case Progress Report.
- Represents the Company as an active member of industry committees and associations, with particular attention to those interfacing with regulatory agency Staff.
- Keeps abreast of activities in the utility rate setting process, statutory revisions, changes in commission views and other matters affecting the Company.
- Represents the department and participates in special projects and task force assignments as required, including advice and assistance for New Business opportunities and acquisitions.
Qualifications
Education/Experience/Background:
- BA/BS in Accounting, Business Administration, Economics, Finance, or related field. Graduate degree and/or CPA preferred.
- 10 years utility accounting or other relevant experience. Minimum 5 years' experience in rate setting regulatory procedures.
Knowledge/Skills/Abilities:
- Exceptional leadership capabilities and experience building and leading teams.
- Expert-level understanding of the regulation of utilities, ratemaking and pricing, and regulatory finance.
- Judgement and decision-making abilities that facilitate the ability to achieve goals with a high degree of independence.
- Must possess excellent oral and written communication, project management, organizational, and analytical skills.
- Demonstrated ability to establish and foster productive relationships with regulators and other key stakeholders.
- Proficiency in Microsoft Office, particularly MS Excel, as well as Google Workspace; demonstrated ability to learn other technology platforms (e.g., Peopleosft, PowerPlan) as needed.
- Ability to manage several concurrent projects and to meet inflexible internal and external deadlines.
- Ability to plan, prepare and present rate cases.
- Ability to interact effectively with senior management including presentations, written communications, and internal relationship-building.
- Ability to gather information from many different sources internally and externally and synthesize such information into persuasive form for regulators.
- Ability to manage and build consensus among corporate departments, field personnel and rate department regarding regulatory strategy.
- Previous experience as an expert witness on complex regulatory matters.
- Ability to travel for business purposes.
Required Certification/Licenses/Training:
- CPA and/or Master's degree preferable.
Physical Requirements:
- The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading.
- Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
