The Opportunity:

The Domestic & Sexual Violence Coordination Office is pleased to announce an open competitive recruitment for a DSVCO Manager 2, Youth and Family Services, DCHS. This position is a full time 1.0 FTE and will be scheduled as hybrid telework 40 hours a week (Monday -Friday 8:00am -5:00pm). The on-site work location for this position is at the Gateway Center located at 10305 E Burnside St, Portland OR 97216. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. NOTE: Hiring for this position is pending Board approval and is anticipated to begin sometime in July 2025 or later.

The eligible list created from this recruitment may be used to fill future regular, limited duration, temporary, on-call, full or part-time assignments within the department.

About the Position: This manager is a member of the YFS Leadership Team. They provide leadership, planning, direction, policy development, coordination and evaluation of services for individuals and families in Multnomah County experiencing domestic and sexual violence and human trafficking. They manage an array of services and funded resources to support individuals and their families to prevent and address trauma/domestic and sexual violence and human trafficking as well as related issues, such as: homelessness and inadequate housing/shelter; poverty; educational success; and independence. They create and steer an integrated program, develop upstream policies, and track performance measures and outcomes for evaluation.

Primary responsibilities include but not limited to:

A. Leadership and Program Development: Leads the DSVCO team to provide services to survivors of domestic violence, sexual assault and human trafficking. Identifies and aligns common goals, practices and outcomes across internal and external domestic violence and public safety partners. Creates a culture of efficiency, innovation and collaboration between different programs. Supports the YFS Director and the DCHS Director with regard to community issues relating to family stability and safety

B. Program and Staff Management: Manages staff and creates an organizational structure that supports the shared and specific goals of the division and its programs. Manages change and unifies work to maximize quality, effectiveness and safety. Directs and supervises subordinates. Oversee work assignments and staffing needs. Assists with prioritization and planning of work assignments. Provides direction, support, guidance, and leadership to all staff. Works with the YFS Director to advise and manage complex issues with internal and external partners and personnel issues. Builds a culturally responsive staff and team, and applies an equity and empowerment lens to the DSVCO team.

C. Budget and Financial Management: Develops consistent operational performance metrics. Understands funding requirements and outcomes, including contract management and compliance. Provides budget and fiscal reporting in partnership with YFS Director. Responsible for fiscal accountability.

D. Quality Improvement and Program Evaluation: Creates common collection techniques to support comparative, meaningful data across programs. Provides success metrics.

Minimum Qualifications/Transferable Skills*:

  • Equivalent to a Bachelor's Degree AND
  • Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
  • Must have completed the 40-Hour Domestic Violence Advocate Training from the State of Oregon or equivalent from the other State OR have the ability to complete within 3 months of hire.
  • Must pass a criminal background check with Multnomah County (this step occur after a job offer)
  • Must have a valid driver license
