Our GlobalTechnical Services(GTS)organizationis responsible forthe safe, sustainable, and cost-effective construction, operation and maintenance of world-class facilities that enable the discovery, development and delivery of innovative medicines that help patients prevail over serious diseases.As part of GTS,theCapital and Facilities Portfolioteamoverseesstrategiccapitaland facilitiesacrossthe portfolio,includingstrategicsite masterplanning, asset life cycle management, business casebuildand approvalalignedtobusinessandsustainability goals.In partnership withour Finance, Real Estate and executivestakeholdersacross BMSand in tandem withourGlobalEngineering andProjectDelivery Teamthis rolehas the responsibility tobuild andoverseea balanced and best value capital portfoliothatdelivers compliant, reliable, and innovative technical solutions for projects and facility assets across the BMS network—prioritizing safety, speed, flexibility, and a patient-first mindset.Thecore focus areas are Strategic Capital Planning& Governance,Site Master Planning,and Reliable Asset Solutions. Position Summary:

The Executive Director, Capital & FacilitiesPortfoliois a critical leadership position within the Global Technical Services (GTS) organization.Working closelywith executive leadership across BMS, thisposition has responsibility foroverseeing the capital allocation and approval ofgreater than $1Bof annual capital spend, including all BMS Board-approved capital projects.Thesuccessful candidatewill serve as the Product Development & Supply (PDS) process owner for the management of the BMS capital portfolio, inclusive ofcapital project budgeting, capital project prioritization/allocation, and approval.The role is complex, multifunctional, and multiregional, requiring effective engagement withkey stakeholders acrossGlobal Finance, PDS, Commercial, R&D, and Cell Therapyorganizationsto enable impact at the BMS enterprise levelin the short,medium,and long term.


Key Responsibilities:

  • Oversee theday-to-daymanagement of the BMS capital portfolio across the budget andlong-term financial plan (LTFP)timelines, ensuring BMS capital investment deliverables are met in an integrated, predictable,prudent,and value-focused manner
  • Leverage financial acumen to link project & portfolio outcomes to overall BMS performance,operatingas the primarycapital portfolio business partner to all business units
  • Lead partnerships with Finance, Global Real Estate, and key stakeholders to ensuretimely,accuratedelivery of all capital management deliverables, including business cases, strategic alignment, approvals, allocation, and reporting/forecasting
  • Build, manage, andoptimizeglobal capital management standards and processesacross asset lifecycle& investmentplanning, facilities strategy& site planning, capital governance,external partner strategy,and projection executionthat account for both enterprise standardization requirements and site-specific needs
  • Driveimpactful continuous improvementand transformationin function and across seams
  • Leverage a complex external support network consisting of consultants, outsourced labor, and suppliers
  • Directly and indirectly manage multidisciplinary & cultural teams across diverse geographies
  • Mentor, drive and lead network learning and professional development of team
  • Ensure compliance withand continuous improvement ofBMS Global Engineering Governance model, standards,and finance requirements
  • Provide leadership in the management of relationships betweenGlobal Technical Services (GTS)and key stakeholders across the enterprise


Qualifications & Experience:

  • Bachelor’sdegreeinscience,engineering,finance,business, or relateddiscipline; advanced degree preferred.
  • 10+years’ experience in life science or life science adjacentindustry
  • Experience managing aglobalcapitalportfolio, withdemonstratedsuccess leadingcross-functionalteams,managing senior stakeholderrelationships, and managing a large-scale capital budget ($400M+)toachievebusiness objectives
  • Strong background and understandingof end-to-end project deliveryrequirements
  • Strong people leader with experience directly and indirectly managing multidisciplinary & cultural teams across diverse geographies
  • Broad knowledge of the functional requirements of pharmaceutical facilities, operations and engineering best practices, including environmental, GMP and safety regulations.
  • Provensuccessdriving operational excellence and/or transformationin ahighly matrixedenvironment
  • Excellent interpersonal, verbal, written and presentation communication skillswithdemonstratedsuccess influencing across all levels of managementand interfacing with cross-functional customers (i.e. Manufacturing, Research & Development, etc.)
  • Excellent planning, organizing, analysis and problem-solving skills
  • Ability to use discretion withsensitive/confidentialinformation
  • Proficient in Microsoft Excel, Project, PowerPoint, &SAP
  • Ability to accommodate approximately25%-50% travel

Compensation Overview:

$257,800 - $312,389

The starting compensation range(s) for this role are listed above for a full-time employee (FTE) basis. Additional incentive cash and stock opportunities (based on eligibility) may be available. The starting pay rate takes into account characteristics of the job, such as required skills, where the job is performed, the employee’s work schedule, job-related knowledge, and experience. Final, individual compensation will be decided based on demonstrated experience.

Paid Time Off

  • US Exempt Employees: flexible time off (unlimited, with manager approval, 11 paid national holidays (not applicable to employees in Phoenix, AZ, Puerto Rico or Rayzebio employees)
  • Phoenix, AZ, Puerto Rico and Rayzebio Exempt, Non-Exempt, Hourly Employees: 160 hours annual paid vacation for new hires with manager approval, 11 national holidays, and 3 optional holidays

Based on eligibility*, additional time off for employees may include unlimited paid sick time, up to 2 paid volunteer days per year, summer hours flexibility, leaves of absence for medical, personal, parental, caregiver, bereavement, and military needs and an annual Global Shutdown between Christmas and New Years Day.

All global employees full and part-time who are actively employed at and paid directly by BMS at the end of the calendar year are eligible to take advantage of the Global Shutdown.

*Eligibility Disclosure: The summer hours program is for United States (U.S.) office-based employees due to the unique nature of their work. Summer hours are generally not available for field sales and manufacturing operations and may also be limited for the capability centers. Employees in remote-by-design or lab-based roles may be eligible for summer hours, depending on the nature of their work, and should discuss eligibility with their manager. Employees covered under a collective bargaining agreement should consult that document to determine if they are eligible. Contractors, leased workers and other service providers are not eligible to participate in the program.

Site-essential roles require 100% of shifts onsite at your assigned facility. Site-by-design roles may be eligible for a hybrid work model with at least 50% onsite at your assigned facility.
