The Housing Legislation & Regulation Specialist, will provide technical legal expertise to support Habitat for Humanity International (HFHI) in Ukraine's engagement in the country's ongoing housing sector reform. Ukraine is undergoing a major transformation of its housing system, including the development of new legislation on social housing, rental housing, housing finance, and reconstruction, aligned with EU standards. Within this context, the Housing Legislation & Regulation Specialist, will support the development, review, and improvement of housing-related legislation and regulatory frameworks. The role will focus on legal drafting, analysis of regulations/legal acts, and ensuring that emerging legal frameworks enable inclusive, transparent, and effective housing solutions for internally displaced persons (IDPs) and vulnerable populations. The position strengthens HFHI's role as a trusted legal and technical partner to government institutions and contributes to the development of a coherent, modern, and enabling housing regulatory environment in Ukraine
This position is based in Kyiv, Ukraine and requires 30% of travel.The actual salary offered for this role will be based on a variety of factors, including internal equity and the candidate’s qualifications and professional experience. We offer a competitive, comprehensive benefits package. The monthly gross pay starts at 90 930 UAH / month (based on previous experience + benefits).
WHAT WOULD BE YOUR RESPONSIBILITIES?
Legislative Development & Legal Drafting (40%)
- Support drafting and review of housing-related laws, amendments, and secondary legislation
- Provide legal inputs to national housing reform processes, including social and rental housing frameworks
- Contribute to development of legal acts in collaboration with government counterparts
- Ensure legal consistency across housing-related legislative instruments
- Analyze existing housing legislation and identify legal gaps and inconsistencies
- Review draft laws and regulations for compliance with national and EU standards
- Provide legal recommendations to improve regulatory frameworks
- Support alignment with EU acquis and international best practices
- Support relevant ministries and working groups with housing policy input, incorporating regulatory and institutional considerations
- Participate in inter-ministerial and technical working groups on housing reform
- Support institutional clarification of mandates, roles, and regulatory responsibilities – of whom?
- Facilitate coordination between stakeholders and HFH in Ukraine
- Assess proposed housing policies for consistency with existing regulatory and institutional frameworks to support effective implementation
- Identify regulatory considerations that may affect policy design, rollout, or impact, and incorporate these into policy recommendations
- Contribute to the development of policy options that are practical, implementable, and aligned with prevailing regulatory environments
- Work closely with policy and market specialists to ensure policy proposals are coherent, realistic, and operationally viable
- Provide training and guidance on housing legislation to partners and stakeholders
- Develop legal briefs, explanatory notes, and guidance materials
- Support knowledge dissemination on regulatory reforms
WHAT DO WE REQUIRE?
- Master’s degree in Law, Public Administration or a related field
- At least 3 years of experience working with Ukrainian legislation and government institutions, preferably with the Ministry for Development of Communities and Territories, and/or Ministry of Social Policy, Family and Unity of Ukraine
- Proven experience in drafting or reviewing legislation or regulatory frameworks
- Familiarity with EU legal frameworks is an asset
- Strong expertise in legislative drafting and regulatory analysis in housing sector
- In-depth understanding of Ukrainian legal system and public administration
- Knowledge of housing, land, or construction law is highly desirable
- Strong analytical and legal writing skills
- Fluency in Ukrainian (written and spoken)
- Basic knowledge of English
