Department Overview

Oregon Health & Science University (OHSU) has a comprehensive approach to digital identity and access management, with a focus on new integrations and constant improvement. Each engagement requires a great deal of upfront planning and research to ensure downstream decisions and implentations are aligned to OHSU’s immediate needs and long-term requirements. As an Identity and Access Management (IAM) System Application Analyst, Sr., your role will be deeply involved in each new engagement, as we go from inception to launch of new features and functionality.

We are seeking a seasoned individual who has direct experience with the administration, support, modification of an enterprise identity and access system implementation, and has been through two or more major development engagements. Experience in higher education, research and healthcare are all going to key to your coming in and contributing on Day 1. But you won’t be alone in this journey. You will have a team of talented individuals, team members at OHSU with whom to partner in arriving at the best solutions and processes for OHSU to leverage going forward.

This position will be part of the Information Technology Group (ITG) at Oregon Health & Science University (OHSU) which provides and supports technology and information services that enable OHSU to be a national leader in health and science innovation. ITG employees are responsible for the security of OHSU technology. In exercising their duties, ITG employees must follow OHSU's security directives, incorporating security measures in the delivery of their everyday tasks, and are required to report security concerns to the ITG Cybersecurity Operations team and/or the OHSU Integrity Office where appropriate.

Function/Duties of Position

The responsibilities for the System Application Analyst, Sr. position includes Identity & Access Management system improvement and maintenance, engagement in research with key stakeholders across the organization to ensure the best possible alignment of the new system to the needs of the OHSU community. This includes ensuring best practices for security, in an academic medical institution, are part of the new solution. The incumbent will also co-manage the program schedule, resourcing and action plans that gain stakeholder buy-in across multiple disciplines including healthcare, research and education. The System Application Analyst, Sr. must be innovative and creative in solving problems and in meeting objectives in a timely manner.

Identity & Access Management (IAM) System Development, Maintenance, and Optimization

  • Identity & Access Management (IAM) system, including system and application administration, software point/major release updates, and security patch deployment.
  • Development of new features and enhancements based on IAM best practices and documented requirements from customer engagement and research.
  • Implementation of IAM functionality such as access history, user access certifications, role-based access, and access governance features.
  • Deploy production code updates to development, testing, and production environments, in a seamless process to ensure minimal downtime and customer impact.
  • Develop reports for up/downstream system automation and end-users.
  • Develop and improve testing methodologies and help develop comprehensive test plans to ensure project success.
  • Serve as a SME (subject matter expert) and ambassador to other teams at OHSU and third-party collaborators for IAM systems regarding development, issues, requests, support, and improvements.

Business Analysis

  • Conduct research of key stakeholders (business, technical and end users) to ensure the best possible alignment of the IAM system to the account provisioning and access needs of the OHSU community.
  • Diagnose provisioning problems and develop plans to correct problems with appropriate SMEs, prioritize fixes and enhancements, while communicating problem status.
  • Work with DIA team to translate customer requirements for identity data integration and new features into executable specifications which can be used by the wider team to deliver.
  • Ensure that development work and projects are following. appropriate change management processes.

Documentation

  • Create and update internal system, process, and workflow documentation, and share with the DIA development team.
  • Ensure that development and issue tickets are updated and complete.
  • Work with project managers and business analysts to ensure that all development project components are completed, including design, build, testing, validation, training, and communication.

Required Qualifications

Education and Experience

  • Master’s degree in computer science, a related field, or a clinical field and four years’ work-related experience in the information technology field or a combination of clinical or operational healthcare environments; OR
  • Bachelor’s degree in computer science, a related field, or a clinical field and six years’ work-related experience in the information technology field or a combination of clinical or operational healthcare environments; OR
  • Associate’s degree in computer science, a related field, or a clinical field and seven years’ work-related experience in the information technology field or a combination of clinical or operational healthcare environments; OR
  • Eight years work related experience in the information technology field or a combination of clinical or operational healthcare environments; OR
  • Equivalent combination of education and experience where one year of experience will be substituted for an associate’s degree and two years of experience will be substituted for a bachelor’s degree.
  • Demonstrated experience in user access management and an expert understanding of the principles of user identity and access management.
  • 2+ years direct experience implementing and/or administering large, organization-wide computer systems, applications, or business workflows
  • Demonstrated experience with enterprise system integration and complex data handling.
  • Demonstrated expertise in programming/code development, with 4+ years of professional experience in Object Oriented Programming in Java, C++, C#, and/or Python.
  • Demonstrated web development, with 2+ years of professional experience in HTML, CSS, JavaScript, and/or JavaScript frameworks.
  • Demonstrated experienced managing complex code in GIT or similar revision management system.
  • Demonstration experience with enterprise code deployment through development, testing, and production environments.
  • Demonstrated experience in user access auditing, certification, and/or management.
  • Demonstrated experience with relational databases and familiarity with SQL.

Skills and Abilities

  • Demonstrated understanding of user access management in an identity management system.
  • Strong analytical and product management skills, including a thorough understanding of how to translate business needs into application and operational requirements.
  • Proven skills in process/work-flow analysis, expression of these in flowcharts, and use of flow-charting software.
  • Demonstrated understanding of enterprise infrastructure, including knowledge of platform technologies, enterprise application deployment and maintenance.
  • Demonstrated understanding of the software development lifecycle and related practices, including technical architecture concepts, source control and code migration methodologies.
  • Demonstrated understanding of software/system quality assurance and user acceptance testing.
  • Proven background in project and team leadership.
  • Excellent knowledge of and demonstrated success in project management concepts, tools, including cost/benefit analysis and resource management.
  • Excellent communication skills, both written and verbal.
  • Proven presentation and facilitation skills, including high-profile, executive communications.
  • Excellent customer service skills.

Preferred Qualifications
  • Direct, applicable experience such as development, systems/application administration, business analysis in an academic medical center, higher-ed or related organization.
  • 2+ years business analysis experience.
  • Direct experience with SailPoint development, Java BeanShell, and XML.
  • Direct experience with REST and/or SOAP APIs.
  • Experience with user access control such as role-based and attribute-based access.
  • Experience with identity governance and administration.
  • Experience in user access auditing, certification, and/or management.
  • Strong knowledge of infrastructure architecture.
  • Understanding of ITSM and ITIL and its practical application.
