Overview:

At Corrections Health, we provide medically needed health care to adults and youth in custody at Multnomah County Jails and Juvenile Detention Facility. Come join our team of Portland's most outstanding health care professionals providing exceptional services to our diverse community!

The Inverness Jail Nursing Manager is responsible for providing leadership, supervision, coordination, planning, and organization, as well as administering and evaluating policies and procedures. This role is expected to provide leadership to the Inverness Jail, which operates as a 24/7 facility.

This position necessitates technical expertise in the specialized domain of Corrections Healthcare. It requires the application of medical, nursing, knowledge of mental health and substance use disorder and wound care health, corrections, and management knowledge and skills to ensure clients receive care that meets or exceeds community standards.

Success in this position requires an individual who demonstrates initiative and sound judgment in anticipating and implementing proactive changes within a dynamic medical and correctional environment. The ideal candidate will possess the ability to work both independently and collaboratively, adhere to fiscal and program guidelines and policies, and cultivate excellent working relationships with all levels of Multnomah County Sheriff's Office (MCSO) management and staff.

The major functions of this position include but are not limited to the following:

Leadership:

  • Provide day-to-day supervision of clinic, housing modules, reception area and medical housing dorms in facilitation, consensus building and collaboration on a broad range of complex issues with a variety of participants and stakeholders, including clients, subordinates, peers, Sheriff Office personnel and executive management; Leads day/evening nursing team, Nursing Supervisors and supervises the activities and care delivery in the service delivery areas. The IJ Nursing Manager also performs duties such as conducting staff meetings, attending daily reports, monitoring pharmacy services and participates in the Health Department infection control program.

Project Management:

  • Collaborates with the management team, under the guidance of the CH Nursing Director, to develop and assess resources for healthcare provision to clients at IJ. The Nursing Manager at IJ oversees the implementation of policies and procedures and guides clinical staff regarding changes. Under the direction of the CH Nursing Director, the IJ Nursing Manager proposes modifications and drafts revisions to procedures and protocols following an evaluation of their impact on IJ, with the aim of enhancing operational cost-effectiveness and upholding NCCHC standards and other best practices.
  • Collaborates with stakeholders to evaluate the effectiveness of current programs, and to develop and implement new programs, grant opportunities, and professional development initiatives.
  • Evaluates the quality of IJ services by analyzing reports and statistical data, consulting with staff, and reviewing information from clients, staff, and MCSO management to assess program effectiveness and identify necessary improvements; oversees policy and procedure implementation; and provides clinical staff with direction on changes.

Personnel:

  • Responsibilities include conducting staff meetings, attending daily reports, and monitoring services. Supervisory duties encompass interviewing and hiring new staff, coordinating staff training, evaluating performance, and initiating personnel actions. Provide expert technical support to 24/7 staff by serving as the on-call manager on a rotational schedule with other CH leadership. This includes addressing medical inquiries, triaging emergencies, responding to politically sensitive questions, making staffing decisions (e.g., mandating overtime), and clarifying policies, procedures, and protocols.

Resource Management and Budget Support:

  • As a member of the CH Leadership Team, this role contributes to the design and development of the corrections health program budget, representing IJ. The incumbent will participate in assessing and refining the care delivery system or its components to ensure cost-effectiveness while prioritizing client safety.
  • Identify needs for additional resources and advocate for those needs during budget sessions. Develop plans for achieving program objectives and operational goals, both fiscally and clinically.

Minimum Qualifications/Transferable Skills*:

Training and experience for this level of professional classification is a BSN, licensed in the State of Oregon and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.

  • License to practice as a registered nurse as outlined by Oregon Revised Statutes(ORS) 678.021.
  • CPR certification required.
  • Must be able to pass a Multnomah County Sheriff's Office Background Check.

  • The employee holding this position is designated as an Essential Employee under Multnomah County Personnel Rule 3-15-015, Essential Employees.
  • This employee will participate in providing after hours on call coverage in rotation with other corrections health leadership.
