In this dynamic role, you will serve as the Product Lead for Data Services, shifting the organization from "Waterfall & Task-Based Execution" to "Product-Based Value Creation." You will contribute significantly to Multnomah County’s digital evolution by bridging the gap between technical complexity and public service value. Your expertise in Data Strategy and Product Management will turn raw county data into trusted insights and reusable assets that solve real human problems.
This is a Limited Duration Assignment (LDA), with an anticipated end date of up to two (2) years, subject to program need and funding.
In this role, you will:
- Set Data Services Strategy: Own the roadmap and delivery outcomes for the Data Services value stream. You will balance immediate needs with long-term infrastructure investments, ensuring we are reducing technical and increasing user value.
- Discover Root Problems: You will identify the root cause of requests to avoid building ten reports when one robust API or governed dataset will solve the problem.
- Prepare for the Future: You will ensure our data is structured and governed now so that we can scale automation, leverage AI and obliterate legacy technology hurdles.
- Partner & Collaborate: Build strong relationships across County departments, working side-by-side with technology and department teams to achieve shared outcomes. You will bridge the gap between domain expertise and technical capability, ensuring data solutions are co-created to solve critical service delivery challenges.
- Mentor & Transform: Serve as a player-coach for a small team of Data Product Managers, establishing standard practices for discovery, documentation, and delivery.

The Team:
The Data Services team is on a mission to enhance the utility and trustworthiness of county data for both county employees and Multnomah County residents, contributing to enhanced service delivery with the help of technology. Whether it is architecting a new enterprise-wide DataMart, migrating legacy SQL infrastructure to Snowflake, or modernizing the 'Analyst Experience' to democratize data access, the Data Services team is all about improving lives with technology.
To Qualify
We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.
Minimum Qualifications/Transferable Skills:
- Bachelor's degree, or equivalent direct work experience
AND
- Minimum of 3 years of professional experience in Product Management, with a focus on Data Products, Technical Product Management, or Internal Platform Services.
- Experience developing, implementing, and executing multiple product visions, strategic plans, and product roadmaps within a modern, cloud-based data environment. You must have demonstrated success prioritizing roadmaps against conflicting stakeholder demands to deliver continuous value.
- Technical Proficiency and proven experience with Data Lifecycle Management. You must demonstrate Intermediate SQL proficiency, Technical Fluency in APIs, and an understanding of BI Architecture, and experience with Cloud Data Warehousing to independently validate data quality and logic without relying on engineers.
- Demonstrated ability to explain complex technical data concepts to non-technical stakeholders that results in understanding and alignment.
- Criminal Justice Information Systems (CJIS) authorization is required prior to the start of this position, which includes a records check and fingerprinting upon acceptance of the employment offer.

- Professional Product or Public Data Experience: Experience holding formal Product Management titles in the software/data technology sector OR experience leading data initiatives within the public sector.
- Digital Transformation: Experience leading product or digital transformations, specifically navigating the constraints of legacy systems and switching from waterfall to agile.
- Applied AI & Machine Learning: Experience with Applied AI or Machine Learning initiatives, specifically in identifying high-value use cases and overseeing their practical implementation to solve business problems.

Additional Details
Type of Position: This salaried executive position is not eligible for overtime.
Work Location:This position is located in the Multnomah Building, 501 SE Hawthorne Blvd. See above for information about teleworking.
Schedule: Monday - Friday 8:00am - 4:30pm. There is some flexibility with the start and end times and a possibility of a 9/80 schedule depending on the needs of the project teams.
Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home). As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time.
Residency Requirement:All employees must reside in Oregon or Washington. We are unable to sponsor work visas, including H-1B, F-1 OPT, or STEM OPT.

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical.
