The Western CT Mental Health Network (WCMHN), under the umbrella of the State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a current DMHAS employee to join our team as a Leadership Associate (PCN 25735), with a target job class of Behavioral Health Program Manager. WHAT YOU'LL BE DOING:

  • Oversees and monitors contracts for private nonprofit agencies with the WCMHN, working collaboratively with these agencies and assisting them with adherence to their contracts. Provides assistance and consultation as needed to address barriers to contractual compliance. Develops performance improvement plans to address underperforming contracted agencies.
  • Creates pre-authorizations to initiate new or amended contracts.
  • Ensures all aspects of agency compliance with applicable DMHAS policy, state and federal laws, regulations and statutes. Conducts HIPAA Breach investigations and reports to the Office of Civil Rights when applicable.
  • Plans and coordinates education and training activities for the service system (Waterbury, Danbury and Torrington) to include both state and contract agency staff. Coordinates space for trainings, registration, obtaining CEU’s, etc. Coordinates student placements throughout the Network.
  • Oversees the Random Moment in Time Study (RMTS) for all of WCMHN staff.
  • Acts as the point person for the Mental Health Waiver Program.
  • Responsible for Medicaid/Medicare enrollment and point person for Targeted Case Management
  • Coordinates Connecticut Women’s Consortium training slots, as well as other training as needed.
  • Provides oversight of the Supported Employment and Education programs. Participates in statewide Supported Employment and Education Manager meetings.
  • Participates in statewide meetings, including but not limited to Service System Manager, Supported Employment and Education and TCM.
  • Performs exit interviews with employees leaving employment from the Network.
  • Participates as part of the Executive team developing policies and procedures to adhere to state and federal regulations.
  • Coordinates new employee orientation program and presents Compliance, RMTS and Supported Employment and Education training for all new hires.


Salary Information:

Appointments to this class shall be five (5) percent below the minimum of the designated class OR the salary of a current state employee, to include all branches of Connecticut state government, if it exceeds that amount up to the maximum of the salary grade of the designated class. For current state employees, compensation will be in accordance with guidelines for computing salary adjustments set forth by the Department of Administrative Services, Determining Salary Upon Change in Class Manual.

PURPOSE OF JOB CLASS (NATURE OF WORK)


In a state agency incumbents in this class participate in a formal development program designed to provide the necessary knowledge and skills to qualify for appointment to a designated managerial or professional confidential class assigned to the MP Pay Plan.

EXAMPLES OF DUTIES


  • Participates in a formal development program designed to develop the knowledge and skills needed in order to qualify for appointment and advancement to a designated managerial or professional/ confidential class;

MINIMUM QUALIFICATIONS


Candidates must be able to meet the experience and training requirements of the designated class at the completion of the development program.

PREFERRED QUALIFICATIONS


  • Experience working in a behavioral health and addiction services, outpatient facility.
  • Understanding of the DMHAS contracting process.
  • Understanding of DMHAS data collection procedures and report generation from Data Performance Application System (DDaP) or other DMHAS platforms.
  • Understanding the monitoring process of Private Non-Profit.
  • Experience working collaboratively with department and agency managers.

SPECIAL REQUIREMENTS


  • Prior to appointment to this class there must be an approved managerial or professional confidential designated class identified to which the incumbent will be appointed upon successful completion of an approved development program. Incumbents in this class must meet the experience and training requirements of the identified designated class at the end of the development program.
  • The work schedule for this classification is full-time. Incumbents in this class must work a full-time forty (40) hours per week schedule.
  • Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service. The length of the development program should be designed around the requirements of the designated class and the prior experience of the incumbent but in no case should be less than one (1) year or exceed three (3) calendar years in accordance with C.G.S. 5-234.
  • All appointments to this class shall be under terms of an approved development program and in accordance with a time schedule approved by the Department of Administrative Services. 5. No additional working test period shall be required upon successful completion of the development program.
