The DCP Gaming Division is responsible for regulating legal gambling programs in Connecticut, which is comprised of casinos, lottery, off-track betting, sports wagering, online gaming, and fantasy contests. This is accomplished through a rigorous program of game and system approvals, licensing, inspections, monitoring, audits, and investigations which are conducted to best safeguard consumer interest and integrity of the gaming process.POSITION RESPONSIBILITIES
The License And Applications Specialist (LAS) position performs the most complex duties related to regulating all forms of legalized gambling in the state including lottery, parimutuel, sports wagering, online gaming, and tribal casinos. This position requires a high level of analysis and functionality in assisting in the administration of permitting functions, reviewing factors affecting permitting, responding to inquiries from the various sources, collecting data, utilizing and applying regulations to new technologies, and the ability to keep current with the latest legislation. This position will assist in the supervision of employees of lower paygrades as assigned and perform license application processing for casinos, lottery, off-track betting (OTB), sports wagering, online gaming, supervisory personnel, managers, and directors of companies doing business with gaming providers, for both initial licensing, as well as license renewal. Other responsibilities of the License And Applications Specialist include:
- Communicating with higher-level executives of large companies, and multinational companies, as well as legal counsel and compliance staff;
- Financial analysis of an applicant company to prove suitability for a permit or certificate;
- Performing studies and analyzing factors and incidents impacting on regulatory responsibility and making recommendations to implement changes;
- Handling entities with complex structures of national, international, and global companies;
- Handling trusts, holding companies, estates, and chains of companies owned by subsidiaries;
- Writing final decisions utilizing a high level of research and analysis;
- Utilizing significant analytical skills to produce logical and well-written final decisions;
- Acting as a hearings officer or participating in public hearings concerning issuance;
- Performing or supervising investigations of violations;
- Revocation or amendment of certificates and permits and explaining laws and agency regulations to applicants and the public;
- Other duties as assigned.

- First shift (7:30 AM - 4:00 PM, may include work on evenings and weekends)
- Location: 450 Columbus Boulevard in Hartford, CT
- Hybrid position (telework and in office)

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for performing the most complex tasks in the analysis and processing of license and registration applications in an agency with regulatory responsibility for specific industries or businesses.
EXAMPLES OF DUTIES
- Performs the most complex related duties in processing complex certificate and permit applications;
- Receives and processes fees;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of clerical or technical experience in a regulated industry or with a regulatory agency.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in preparing material for or actively participating in, hearings concerning the regulatory process.
NOTE: For state employees this experience is interpreted at the level of a License and Applications Analyst.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
PREFERRED QUALIFICATIONS
- Experience in the administration of licensure, certification, permitting and hearing functions
- Experience reviewing background information documents such as criminal background, organizational, financial statements, tax returns, or credit report inquiries
- Experience with leading team members in applying state statutes and regulations
- Experience interacting with outside vendors, licensing agencies, or divisions
- Experience in creating and applying system workflows in eLicense
