Basic Purpose
Provides direction, management, and oversees Electric Meter Operations staffing and operations. Ensures the timely and accurate measurement of all energy flowing into and out of company power systems. Develops, leads, and implements projects that provide cost savings and have high potential for improving productivity, measurement accuracy, and customer satisfaction. Works closely with distribution design services and energy delivery department personnel to ensure timely and accurate installation of new service equipment and establishment of electrical services. Manages compliance projects related to various regulatory entities internal and external.
Responsibilities
Essential Duties and Responsibilities
- Manages and oversees metering electricians/technicians and engineers responsible for the installation and commissioning of electric meter sets for residential and commercial customers over 400 amps and for all primary and transmission voltage customers.
- Establishes engineering technical meter standards for all classes of electric customers, as well as instrument transformers and meter system testing equipment; participates in evaluation and bidding events for the purchase of all types of meters and metering equipment.
- Manages meter tracking per Sarbanes-Oxley compliance requirements; coordinating with Materials and Regional Operations Hubs to ensure proper tracking of meter handling.
- Creates a safe working environment for the metering electricians/technicians. Provides the necessary tools to ensure all employees are able to complete their work safely and effectively. Conducts field safety audits as necessary.
- Serves as metering compliance lead as it pertains to FERC/PUCN/CIP/CAISO regulations.
- Develops and maintains a rigorous meter testing program to ensure metering systems meet regulatory accuracy requirements.
- Manages workforce planning for the department to continually improve service and reduce costs. Submits and maintains annual O&M and Capital departmental budgets and tracks monthly expenditures.
- Ensures assignments, training, and coaching given to individual employees to allow for meaningful employee development.
- Oversees the technical review and field inspections for all net metering installations, including solar, battery systems, wind and hydroelectric.
- Plans, develops, and implements employee skills training, cross training, career development; and ensures a safe, diverse, equitable, and inclusive working environment.
- Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.
- Performs the functions of on call duty for emergencies and other necessary after -hours response to customer issues.
- Develops and maintains SOX controls around processes, applications, and systems. Responsible for physical control of meter assets whether in transit or in service, and to ensure accurate and complete documentation.
- Monitors and enforces all compliance requirements for area of responsibility.
- Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes, and regulations applicable to position and company.
- Performs related duties as assigned.
Qualifications
Essential Education, Skills, and Environment
Education and Work Experience.
Bachelor’s degree from an accredited school in engineering, business and 6 years of progressive responsibility with related experience in the electric power industry.
Candidates that do not possess a bachelor’s degree must have a minimum of 10 years of progressive responsibility with related experience in the electric power industry.
Specialized Knowledge and Skills
Demonstrated knowledge of:
- Electricity principles.
- Electric metering installation and maintenance practices and standards
- Company Transmission and Distribution construction practices and standards and federal safety orders as well as OSHA, local, state, and federal regulations.
Demonstrated skill such as:
- Leadership and communication skills
- Problem solving, conflict resolution, and labor management experience.
- Technical expertise to prioritize and accomplish multiple priorities.
*The Reno position requires management over entire SPPC service territory.
Equipment and Applications
PCs, word processing, spreadsheet and database software.
Work Environment and Physical Demands
The Reno position may require travel to the SPPC outlying districts located throughout service territory.
