Manager, Housing Market Systems TCIS

The purpose of TCIS is to continue influencing the market actors such as private companies, public officials, civil society, consumers, and households; to support scalable and affordable housing solutions through their products and services.
The Manager, Housing Market Systems will lead, deliver, and support programming that expands Habitat's work with housing market systems across the Philippines. Reporting to the Director, Regional Operations TCIS Southeast Asia, the Manager will be responsible as the technical lead for strategic programs, coordinating the team in concert with relevant global team members around key programmatic themes (e.g. climate, gender, youth, health, media, etc.), and maintaining relationships with key stakeholders including: donors, market actors, government, academe, industry bodies, civil society, low-income homeowners, external consultants and the regional and global teams.
Essential Duties and Responsibilities:
Program strategy, design, and implementation (40%)
- Lead the housing market systems portfolio in the Southeast Asia sub-region, identifying and soliciting initiatives from various market actors in the housing value chain, building relationships, and supporting facilitation activities. Initiatives will include, but not necessarily be limited to TCIS programmatic priority areas such as enterprise and entrepreneurship, construction decisions and practices and housing finance systems – as well as cross-cutting themes such as climate / sustainability, gender equity, health, and youth engagement and employment.
- Leads the market research and analysis of housing market systems in the sub-region, identifies systemic constraints and opportunities, stakeholder consultations and recommends market-based solutions, program strategies, and approaches.
- Applies an adaptive management approach to project implementation including housing market systems mapping, value chain and market research, and facilitation activities with private sector firms. This includes providing relevant input for and regularly updating program work plans, budgets, and MEAL Plans based on ongoing learnings.
- Collaborate and coordinate with global and other country leads on the design and delivery of multi-country programs. Adjust plans and approaches working with global leads and donors, as needed.
- Cultivate and facilitate transformational partnerships by identifying and qualifying strategic partners and foster ongoing relationship with key market actors.
- Provides technical inputs on various products and services in the housing value chain. Assists in technical/commercial feasibility of various proposals and in structuring agreements with market actors including relevant enabling environment interventions and other partnerships to improve the affordable housing market.
- Build the capacity of key market actors to understand the business case to deliver value to underserved market segments.
- Leads monitoring and evaluation of the initiatives. Ensures data is periodically captured and analyzed, prepares reports and technical input for case studies/business cases and other external communication. Facilitates internal learning activities based on feedback from the programs
- Assists the Director, Regional Operations in the research, design, strategy, and planning of housing market systems programs in the sub-region. This includes forecasting and budget management.
- Coordinate with TCIS verticals to access the technical, knowledge management (KM), monitoring, evaluation and learning (MEAL), and operational support necessary to design and execute programs, and ensure that programs in the sub-region are consistently applying global best practices.
- Contribute to global initiatives and learning, particularly around key cross-cutting programmatic themes described above.
- Mentors and supports junior staff members in market systems programming.
- Leads training and capacity building workshops on systems thinking, market systems development, and human centered design for key stakeholders including HFHI staff, National Organizations (NOs) and other civil society organizations
- Work with TCIS colleagues to coordinate resource development activities in support of the sub-regional strategy.
- Contribute to and lead pre-positioning and proposal development and capture in the region.
Facilitate Global Networking and Representation (10%)
- Represent TCIS and Habitat as necessary in industry gatherings and conferences as needed at the regional and global levels. This includes securing presentations at strategic conferences and other external events.
- Masters Degree in Economics, Business, Finance, International Development, or related field
- A minimum of 10 years of relevant work experience in one or more of the following: market systems development (MSD), international development, financial inclusion, systems thinking, value chain analysis, project management, business development, impact investing, design thinking
- Demonstrated experience providing technical guidance to market systems development and/or financial inclusion programs applying human centered design approaches and funded by large institutional donors
- Experience providing technical assistance to teams working across multiple geographies across numerous sectors
- Experience in housing or urban development, particularly applying systems thinking approaches
- Outstanding communication and interpersonal skills, a proven ability to mentor staff, and demonstrated experience collaborating with different types of partners from diverse backgrounds and cultures.
- Experience developing, organizing, and facilitation capacity building workshops, trainings, and events.
- Outstanding written and oral English communication skills in particular the ability to write clearly, succinctly, and engagingly about technical subjects.
- Can speak Tagalog, Visayan, or other regional language skills

- Excellent interpersonal skills and the ability to approach a problem from multiple perspectives
