Description: The Manager of Program Controls is responsible for establishing, leading, and maturing the Program Control (PC) function across the DDC enterprise. This role owns the development, execution, and continuous improvement of financial program control processes, tools, and standards, while providing senior-level financial advisory support to Operations leadership. The Manager of Program Controls manages the PC team, sets departmental priorities, ensures consistency and quality of outputs, and serves as the escalation point for complex program financial issues. This role partners closely with subsidiary Presidents, Directors of Operations, Program Managers, Finance and Accounting, Contracts, Pricing, and executive leadership to ensure proactive financial oversight, compliance, and informed decision-making across DDC’s contract portfolio.Responsibilities
  • Own and lead the Program Controls function across DDC subsidiaries.
  • Define and enforce standards, expectations, and best practices for PCO activities.
  • Develop departmental goals, KPIs, and performance expectations.
  • Manage PC workload allocation, prioritization, and capacity planning.
  • Lead hiring, onboarding, training, and professional development of PCO staff.
  • Serve as escalation point for complex program financial risks and issues.
  • Oversee financial management of subsidiary contract portfolios.
  • Ensure accuracy and integrity of forecasts, EACs, accruals, and financial reporting.
  • Provide senior-level financial consultation to Operations and executive leadership.
  • Identify trends, risks, and exceptions across portfolios and recommend corrective actions.
  • Review and challenge assumptions related to staffing, greening, subcontracting, and cost drivers.
  • Support decision-making related to funding strategy, profitability, and contract performance.
  • Establish standardized program control processes, templates, and workflows.
  • Ensure consistent JAMIS configuration, WBS structure, and forecasting methodologies.
  • Drive continuous improvement and automation where feasible.
  • Partner with Finance, Contracts, and IT to align systems and reporting.
  • Ensure audit readiness and compliance with FAR/DFARS and internal policies.
  • Oversee preparation and quality of PMR and PFMR financial content.
  • Lead or support PMR/PFMR preparation meetings at the subsidiary level.
  • Ensure dashboards and reports accurately reflect closed-book data.
  • Present consolidated financial insights and risks to executive leadership as required.
  • Ensure timely and accurate execution of contract modifications.
  • Ensure JAMIS contract setup and close-out.
  • Ensure WBS and charge code maintenance.
  • Support month-end close activities.
  • Coordinate with Contracts and Finance on limitation of funds/cost notifications.
  • Support internal and external audits as needed.
  • Performs other related duties as assigned.
Qualifications
  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
  • Minimum 8–10 years of experience in program controls, project finance, or GovCon financial management.
  • Minimum 3–5 years of people or functional leadership experience.
  • Advanced proficiency in JAMIS Prime ERP, including Business Planning EAC and forecasting modules.
  • Advanced Excel skills (complex modeling, pivot tables, scenario analysis).
  • Strong understanding of FAR/DFARS financial requirements and GovCon compliance.
  • Ability to translate financial data into executive-level insights and recommendations.
  • Accounting for subcontractor accruals, cost tracking, and invoice reviews.
  • Proven people management and mentoring capability.
  • Strong facilitation and communication skills across executive and operational audiences.
  • Experience building or scaling financial/program control functions.
  • Ability to lead cross-functional process improvement initiatives.
  • Demonstrated experience supporting PMRs, PFMRs, and executive financial reviews.
  • Experience operating in a multi-subsidiary or matrixed organization strongly preferred.
Preferred
  • Earned Value Management Certification.
  • Advanced JAMIS or ERP financial systems experience.
