Job Summary

This position will be remote with occasional in-person meetings in Frankfort, KY.

The University of Kentucky, in collaboration with the Department for Public Health, is seeking a Quality and Evaluations Lead to join the Rural Health Transformation leadership team. The Q & E lead is responsible for overseeing and coordinating a complex portfolio of RHT programs, services, and initiatives for the state. This position plays a critical role in ensuring the effective management & measurement of successful use of resources, monitoring program performance, and implementing strategic improvements to enhance healthcare delivery and outcomes of the Rural Health Transformation program.

Responsibilities will include:
1. Provide comprehensive portfolio and program management support to Commissioner/Deputy Commissioners, including administrative and project portfolio tasks.

2. Consolidate and deliver monthly and weekly status updates for all projects/programs,. Collaborate with the DPH Commissioner’s Office to provide consolidated project updates to all stakeholders.

3. Offer project management (PM) and technical support to Directors and Subject Matter Experts (SMEs) to ensure the standardization of project requirements and implementation strategies.

4. Oversees and directs staff involved in measuring RHT success to measured goals as required.

5. Supports leadership and directs staff as needed for all project initiatives, implementing a monitoring process across RHT programs, vendors and assisting with contract compliance.

6. Provide guidance on project funding, liaising with Finance to secure and monitor funding utilization for all RHT projects.

Skills / Knowledge / Abilities

Experience with healthcare transformation initiatives and program development (e.g., value-based purchasing, delivery system reform & development). Knowledge of federal waiver programs and/or federally funded programs. Experience with health/governmental contracting, oversight & evaluation of program success across multiple governmental/healthcare related initiatives. Background in healthcare quality measurement and improvement, as well as success/demonstrated experience with programmatic/governmental information systems and data analytics.

Preferred Education/Experience

Master’s degree in healthcare administration, public health, public administration, business administration, or related field. A PhD in public health field preferred. Minimum of 5-7 years of progressively responsible experience in healthcare or governmental health program management, preferably in Medicaid or other government healthcare health related policy programs.
