Job Summary
This position is currently remote with occasional in-person meetings in Frankfort, KY.
The College of Public Health is seeking a Medicaid Portfolio Manager to join the Medicaid team contracted with the State of Kentucky. The Medicaid Portfolio Manager is responsible for overseeing and managing a large and diverse portfolio of Medicaid programs and initiatives within a fast-paced, complex organizational environment. This role requires deep knowledge of Medicaid regulations, strong project and portfolio management skills, robust data analytics skills including creating and interpreting data to C-Level executive leadership, and the ability to navigate competing priorities and stakeholders across multiple agencies and leadership teams. Additionally, this position plays a critical role in ensuring the effective management of Medicaid resources, monitoring program performance, and implementing strategic improvements to enhance healthcare delivery and outcomes for Medicaid beneficiaries while maintaining fiscal responsibility.
Key Responsibilities
• Lead the strategic planning, implementation, and management of Medicaid portfolios and new Medicaid programs ensuring alignment with organizational goals and compliance with federal and state regulations.
• Prepare and present reports, proposals, and updates for the Department for Medicaid Services Commissioners and Cabinet Leadership, per agreed upon cadence.
• Report on portfolio performance metrics by consolidating various project status reports and providing an executive summary to C-Level Senior Executives.
• Monitor and analyze Medicaid program performance, financials, and regulatory changes to inform decision-making and continuous improvement.
• Collaborate with internal teams, external partners, healthcare providers, payers, and government agencies to coordinate efforts and resolve challenges.
• Prioritize projects and resources effectively in a dynamic, fast-paced environment with competing demands.
• Manage cross-functional teams, providing leadership, mentorship, and performance management.
• Develop and maintain strong communication channels across organizational levels and external stakeholders to ensure transparency and alignment.
• Provide initial guidance on project funding, working with the Department for Medicaid Division of Financial Management to obtain funding as well as tracking utilization for all projects.

Skills / Knowledge / Abilities
Bachelor’s degree in Public Health, Healthcare Administration, Business Administration, or related field (preferred)
• 10+ years of professional experience managing Medicaid projects and programs or healthcare portfolio as a Project Manager.
• 5+ years of direct in-depth Medicaid experience, including familiarity with eligibility, benefits, program operations, managed care or fee-for-service models, provider enrollment, claims, 1115 waivers, State Plan Amendments, or1915© wavers, and federal compliance.
• 5+ years of experience analyzing Medicaid data using business analytic tools (e.g., Excel LOOKUP, PIVOT, SQL, or other Data Analytic tools) to provide Medicaid Leadership with high-level trending summary to support operational decision making.
• 5+ years’ experience managing multiple projects and priorities in a fast-paced environment (e.g., capable of managing and overseeing a portfolio of at least 25-50 projects or initiatives)
• Excellent stakeholder management and communication skills.
• Demonstrated leadership and team management experience.
• Strong analytical skills with experience in data-driven decision-making and reporting.
• Experience with project management tools (e.g., Microsoft Project, Monday.com, Smartsheet, Jira, Trello, SharePoint Online, or other Project Portfolio Management tools).
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Visio, Project).
• Ability to create and manage project documentation including charters, schedules, requirements, workflows, status reports, risk logs, and decision trackers.
• Understanding of Medicaid policy interpretation, and program implementation processes preferred.

Preferred Education/Experience
Master’s degree in healthcare administration, public health, public administration, business administration, or related field. Minimum of 5-7 years of progressively responsible experience in healthcare program management, preferably in Medicaid or other government healthcare programs. PMP certification preferred.
