Position Purpose:
Evaluates, selects and applies standard as well as substantially adapted practical techniques, procedures and criteria to conduct and direct others in conducting operational services for water treatment facilities, using judgment to ensure that all operations activities, documents and other services meet client requirements. Work may be conducted in the office or in the field. Responsible for operation of City wide Scada system. Also responsible for Well Rehab program.

Job Description
Position Purpose:
Evaluates, selects and applies standard as well as substantially adapted practical techniques, procedures and criteria to conduct and direct others in conducting operational services for water treatment facilities, using judgment to ensure that all operations activities, documents and other services meet client requirements. Work may be conducted in the office or in the field. Responsible for operation of City wide Scada system. Also responsible for Well Rehab program.
Primary Duties/Responsibilities:
- Ensures that process control guidelines, testing, Standard Operating Procedures, Emergency Procedures and other accepted technical and operating tools are effectively utilized and applied in order to achieve the desired outcomes and results.
- Provides technical coordination and communication to the maintenance department and support functions to ensure that critical unit processes directly impacting key plant performance indicators and regulatory limits are being made available for PM and CM work and that capital equipment upgrades are being pursued in a timely manner.
- Must be able to respond to planned and unplanned plant occurrences and use judgment and experience to keep facilities operational and in compliance with state and federal environmental regulations.
- Determines appropriate procedural steps required for operation of treatment processes and incorporates steps into clear and concise operating instructions for plant operating personnel. Drafts and finalizes completed operation manuals and SOPs.
- Evaluates performance of basic to moderately complex treatment plant processes through visual inspection, review of operating logs, performance testing and data analysis and makes adjustments to operating parameters as required in the field in order to optimize overall plant performance.
- Develops training programs and materials and trains plant personnel in the startup, operation, maintenance and repair of treatment plant processes, equipment and instrumentation. Oversees training of plant personnel by equipment manufacturers' representatives.
- Other duties as required.
Qualifications
Education/Experience/Background:
- High School Diploma/GED is required.
- Minimum 10 years of experience at water, wastewater treatment and/or networks system facilities, preferably as a supervisor.
Knowledge/Skills/Abilities:
- Requires comprehensive knowledge of water, wastewater and/or networks systems processes and related equipment, and a thorough understanding of water, wastewater treatment plant and/or networks systems operation procedures with construction and installation.
- Must have thorough understanding and demonstrated ability with water and wastewater treatment programs and processes.
- Must have thorough knowledge of State and Federal Environmental and Regulatory Agencies as it relates to the facilities being operated.
- Strong written and verbal communications skills required.
- Knowledge of and adherence to all environmental and safety compliance regulations.
- Knowledge of Microsoft Office including Excel, Word, Outlook and PowerPoint.
- Strong organizational and planning skills with ability to handle multiple tasks and priorities required.
- Position requires problem solving and troubleshooting skills
Required Certification/Licenses/Training:
- Training in safety procedures related to water and/or wastewater industry required.
- Must have water and wastewater treatment licenses at the level necessary to operate this class of facility or be able to obtain within 12 months.
- Valid driver's license in state of residence is required and must meet risk management guidelines.
