ABOUT THE CAMPAIGN FINANCE BOARD
The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation.
We make it easier for New Yorkers to vote, meaningfully support candidates for city office, and run for office themselves. NYC Votes, our voter engagement initiative, meets people where they are to share trustworthy election information and help New Yorkers make a plan to vote. We publish the citywide Voter Guide, which delivers information about candidates directly to voters’ doors. Our public matching funds program ensures small contributions can make a big difference, allowing regular people to run for office by relying on the support of other regular people, not just wealthy donors and special interests. And we lift the veil on how candidates raise and spend money, increasing transparency and accountability in local government.

ABOUT THE DEPARTMENT
The Operations and Finance division is responsible for the financial, procurement & administrative services that support agency-wide operations. The Operation and Finance division consists of the following units: (1) Support & Logistics, (2) Financial Services, and (3) Procurement and Contract Management.
The New York City Campaign Finance Board is looking for an Operations Analyst to join our team. The Operations Analyst, reporting to the Senior Operations Analyst, will be responsible in coordinating the functions of the general operations in the Operations & Finance division. Assist each department in the development of standard operating procedures, documenting the step-by-step internal process and reducing the manual process and increasing the automation of operations. They will work closely with the Technological division to make software changes to enhance division operations and will provide coverage to other units based on peak demand.
JOB DESCRIPTION
The selected candidate for this role will be embedded with the various divisions they are supporting to learn about the work of the division. They will be expected to fully understand the scope of each unit and its applicability to core the responsibilities of the agency and relevant division.
Responsibilities include but are not limited to:
- Work with the Procurement & Contract Management team on creating and maintaining procurement dashboards.
- Under supervision and collaboration draft division standard operating procedures.
- Work with the Operations & Finance team on adding web content related to upcoming procurement solicitations and other unit information.
- Documenting internal processes - this includes step-by-step documentation on how to process invoice payments, processing budget modification, creating purchase orders and other division tasks.
- Work with the CFB Tech department on automating various paper driven processes such as the request for car service, food, metrocards, office supplies, etc.
- Under guidance create the divisions Operations & Finance Hub – that will allow CFB staff to put in requests for various services provided by the division.
- Work with CFB Tech department to create a platform/software application to track CFB positions by title, salary, and keep historical information easily accessible for CFB leadership.
- Create PowerPoint presentations, excel charts and research other platforms needed to maintain, track and provide information to CFB staff.
- Work with the EEO/DEI Office to ensure Operations & Finance division work is accessible and all inclusive. Not limited to policies, procedures and other standard operating procedures.
- Assist with other related tasks & projects as needed.

Knowledge
- Knowledge refers to the body of factual or procedural information that can be applied like knowledge and understanding of federal, state, and city campaign finance laws and compliance.
- Understanding of procurement processes and documentation standards.
- Familiarity with financial and operational procedures, including invoice payments, budget modifications, and purchase orders.
- Knowledge of Web Content Accessibility Guidelines (WCAG) to ensure compliance in digital and print materials.
- Awareness of diversity, equity, and inclusion (DEI) principles for operational accessibility.
- Familiarity with organizational tracking, including historical salary and position data.
Skills
- Skills are the capabilities required to perform tasks accurately and efficiently like effective communication skills to interact with internal partners, external partners, and the public.
- Proficiency in Microsoft Excel at a medium to advanced level.
- Strong writing, research, analytical, editing, and oral communication skills.
- Experience with creating dashboards, pivots, PowerPoint presentations, and tracking platforms.
- Ability to draft standard operating procedures under supervision and collaboration.
- Familiarity with project management tools like Monday.com, Miro, etc.
Abilities
- Ability is the capacity one needs to perform a job, like the ability to work both independently and collaboratively as part of a team on agency projects.
- Capacity to document internal processes with clear, step-by-step instructions.
- Ability to collaborate effectively with teams, senior management, and external departments (CFB Tech and EEO/DEI Office).
- Competence in automating manual processes such as service requests for transportation, food, office supplies, etc.
- Ability to prioritize, multitask, and manage time efficiently in a dynamic environment.
- Capability to create and maintain web content related to procurement solicitations.
- Ability to support leadership with organized, clear, and accurate data tracking.

PREFERRED QUALIFICATIONS
- These are qualifications that would be helpful but are not essential. Candidates with these will be given preference in the selection process.
- Experience in NYC government finance and procurement functions
- Experience using PASSPort and FMS systems.
- Knowledge in Project Management Tools
- Demonstrated interest and commitment to public service.
- Advance excel and Microsoft office applications (SQL, Power BI- highly desirable)

Minimum Qualifications
MINIMUM QUALIFICATIONS

A bachelor’s degree from an accredited college including or supplemented by at least twelve-semester credits (or the equivalent of twelve-semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or
A four-year high school diploma or its educational equivalent and five years of experience as described in “1” above; or
Education and/or experience equivalent to “1” above.

Residency Requirement
New York City residency is generally required within 90 days of appointment. - $65,000 - $75,000
