Description:

In the Court Services and Offender Supervision Agency (CSOSA), the Policy Analyst IV will provide advanced analytical support, technical assistance, and strategic guidance in the development, evaluation, and improvement of agency programs and administrative operations. This position requires demonstrated expertise in policy analysis, program evaluation, and support of human resource management functions within the agency.

*This position is contingent upon contract award.*

Duties and Responsibilities

  • Develop life cycle cost analyses of projects and perform cost-benefit or economic evaluations of current or projected programs.
  • Advise on work distribution among positions and organizations, including recommendations for appropriate staffing levels and skills mix.
  • Evaluate and recommend automation solutions to improve administrative support and program operations.
  • Assess and advise on administrative support systems, including records, communications, directives, forms, files, and documentation.
  • Research and investigate new or improved business and management practices for application to agency programs or operations.
  • Analyze management information requirements to develop program or administrative reporting systems, including system specifications, data gathering, analytical techniques, and system evaluation methodologies.
  • Assess the impact of new or proposed legislation or regulations on program operations and management.
  • Develop new or modified administrative program policies, regulations, goals, or objectives.
  • Formulate management and/or program evaluation plans, procedures, and methodologies.
  • Conduct studies of employee and organizational efficiency and productivity, recommending organizational, staffing, methods, and procedural improvements.
  • Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems to prevent waste, loss, unauthorized use, or misappropriation of assets.
  • Review administrative audit and investigative reports to determine necessary corrective actions.
  • Other duties as assigned.

Technical Support

  • Provide technical assistance, support, and advice to human resource managers and staff in reasonable accommodation, employee relations, and performance management.
  • Serve as a subject matter expert (SME) on Reasonable Accommodation (RA), advising on laws, regulations, and procedures, and tracking and monitoring RA requests.
  • Assist in employee performance and conduct-based actions, benefits administration, work-life programs, and other employee relations program policies.
  • Support the implementation and administration of management initiatives related to employee and labor relations programs.
  • Advise on disciplinary and adverse actions, including case strategy and documentation review, and represent the agency before third parties.
  • Address unfair labor practice complaints, grievances under collective bargaining agreements, and related agency administrative procedures.
  • Collaborate with the Office of General Counsel in third-party administrative proceedings, including those before the Merit Systems Protection Board, Federal Labor Relations Authority, and arbitration.
  • Advise on employment matters such as grievances, EEO complaints, and other employment-related issues.

Qualifications:

  • Demonstrated expertise in policy analysis, program evaluation, and administrative systems within a government or public sector environment.
  • Experience in cost analysis, economic evaluation, and the development of management and reporting systems.
  • Proven ability to interpret and apply laws, regulations, and policies related to reasonable accommodation, employee relations, and labor management.
  • Strong background in conducting organizational studies, developing administrative control systems, and implementing corrective actions based on audit and investigative findings.
  • Experience providing technical assistance and advice to human resource managers, employees, and applicants regarding reasonable accommodation and employment matters.
  • Familiarity with disciplinary and adverse action procedures, collective bargaining agreements, and third-party administrative proceedings.
  • Must be a US citizen with ability to pass a Court Services and Offender Supervision Agency (CSOSA) background investigation. Additional background investigations may be required as part of the position requirements.
