Habitat for Humanity International is looking for experienced Program Manager with strong leadership and project management skills, to lead the strategic direction and implementation of Ukraine program on building affordable housing

This position is to be based in Kyiv, Ukraine and requires 30% of domestic and international travel.

The actual salary offered for this role will be based on a variety of factors, including internal equity and the candidate’s qualifications and professional experience. HFHI offers a competitive, comprehensive benefits package.

What would be your responsibilities?

Program Leadership & Management:
• Provide strategic leadership and direction to the program team in the housing sector.
• Develop and implement program strategies focusing on housing, reconstruction, energy efficiency and technical capacity-building.
• Oversee the financial management of project budgets, including procurement, grant management, and financial reporting.
• Ensure compliance with Habitat for Humanity policies and donor regulations.
• Conduct regular project reviews and risk assessments, developing and implementing mitigation strategies.
• Supervise program staff and build team capacity.
Program Implementation:
• Design and implement high-quality projects that address the needs of vulnerable populations in Ukraine in accordance with the organization’s 5-year program strategy.
• Oversee the implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems to track project progress, measure impact, and identify areas for improvement.
• Ensure data quality and utilize MEAL data for overall program improvement.
• Facilitate knowledge sharing, best practices, and impact evaluation for program review and improvement.
• Lead the development and implementation of recovery plans and frameworks in post-conflict settings.
Partnership Development & Management:
• Build and maintain relationships with local partners, government agencies, and donors.
• Work closely with local partners to enhance their capacity through technical support, training, and knowledge sharing
• Represent organization at relevant forums and events.
Fundraising & Proposal Development:
• Identify and cultivate donor relationships.
• Lead proposal development and donor reporting processes.
• Ensure compliance with donor requirements and regulations.

What do we require?

• Master’s degree in Project management, International Development, Business Administration, or an equivalent experience in development management (certificate in project management is desirable)
• Minimum of 3-5 years of experience in project management, preferably in the housing, infrastructure, or development sectors, with a strong focus on post-conflict or humanitarian settings.
• Fluency in Ukrainian and English is required.
• Proven expertise in leading multidisciplinary teams in complex environments, with a focus on housing, policy, MEAL, and safeguarding.
• Demonstrated success in managing donor-funded projects, ensuring compliance and achieving results.
• Strong experience in building and maintaining relationships with government agencies, partners, and civil society organizations.
• Advanced project management skills, including work planning, budgeting, and strategic planning, with a focus on large-scale program implementation.
• Comprehensive understanding of housing needs, policy, energy efficiency, capacity building, and finance within humanitarian and post-conflict contexts.
• Willingness to travel extensively within Ukraine, including to field sites, to provide program support, conduct monitoring, and maintain stakeholder engagement.
