CALIBRE Systems, Inc., an employee-owned management consulting and digital transformation company, is looking for a highly motivated Program Operations Project Manager to join our dynamic team supporting a federal client. This position oversees day-to-day execution of Program Operations activities, managing scope, schedule, resources, and performance to ensure high quality deliverables and consistent customer satisfaction.

Responsibilities include, but are not limited to:

· Manage multiple Program Operations workstreams, ensuring adherence to scope, schedule, cost, and quality requirements.

· Lead development and maintenance of project management artifacts, including the Project Management Plan, schedules, risk registers, dashboards, and monthly reports.

· Assemble, manage, and evaluate performance of project teams supporting Program Operations activities.

· Coordinate execution of Program Operations deliverables across areas such as DUA workflows, stakeholder engagement, training, technical assistance, website updates, dashboards, and program assessments.

· Ensure effective use of project management tools for task automation, milestone tracking, correspondence tracking, and reporting.

· Monitor progress against deliverables and performance metrics; proactively identify risks, issues, and mitigation strategies.

· Ensure compliance with NIH communication policies, federal reporting standards, and COR directives.

· Support preparation and submission of required reports, plans, and documentation associated with program operations.

· Serve as a primary operational liaison with NIH staff and the COR for routine project management activities.


  • Strong project management skills, including scope, schedule, and resource management
  • Ability to support program operations, technical assistance, and data-driven initiatives
  • Knowledge of federal and NIH communication policies and reporting expectations
  • Ability to engage with stakeholders, including grantees, researchers, and federal partners
  • Strong organizational, analytical, and communication skills (written and verbal)
  • Ability to coordinate multidisciplinary teams

Preferred Skills

  • Familiarity with NIH reporting structures, COR engagement practices, and PRA activities
  • Experience using dashboarding or program analytics tools to track performance
  • Ability to manage cross-functional technical and communications teams

  • Bachelor’s degree in Public Health, Sociology, Business, or related field
  • Current PMP (Project Management Professional) or equivalent certification
  • At least 2 years of experience as a Project Manager on projects of comparable size and complexity
  • At least 5 years of technical experience supporting program operations, technical assistance, or data-driven programs
  • Demonstrated experience working within federal or NIH environments

Preferred Experience

  • Experience managing federal health or research programs
  • Experience supporting NIH or similar federal agency initiatives
  • Experience coordinating operational and technical program activities across multiple stakeholders
