OVERVIEW

The Multnomah County Department of Community Services is seeking a full-time Program Technician to join the team!

In this role, you will serve as the first point of contact at our Yeon Complex reception counter for both internal and external customers who need information and/or support with Land Use Planning or Transportation applications or needs. You will interact with agency staff, community members, and staff from other departments and agencies to provide high level and technical in person service for various services while ensuring compliance with county customer service goals.

Primary responsibilities include, but are not limited to:

  • Managing and responding to all phone inquiries and email inquiries for Land Use Planning and Transportation
  • Routing specialized inquiries to appropriate staff which include 10 delegated email accounts
  • Assisting in the development, design, and maintenance of websites, databases, and software programs that interface with customers (e.g. EP&L, Salesforce, Cartegraph)
  • Collecting, tracking, and evaluating customer inquiry, permit data and statistics
  • Organizing records and files related to permits and inspections
  • Serving as the back up permit review coordinator to assign tasks to planners
  • Reviewing current planning, code compliance, and permit applications for basic requirements for processing (signatures, pf/pa held, identified applications) and ensuring compliance with federal and state laws
  • Issuing nondiscretionary overdimensional truck hauling permits
  • Managing and routing all phone calls and complaints for Road Maintenance
  • Sorting and distributing external and interoffice mail for the complex
  • Calling in work orders to facilities for maintenance needs

The Multnomah County Land Use Planning Division facilitates development while ensuring the preservation and protection of wildlife, streams, scenic views, the Columbia River Gorge, forest lands, and farm and nursery production. Land Use Planning serves the unincorporated, mostly rural, areas of Multnomah County with three primary functions. Current Planning helps property owners and applicants with their development and land use proposals, and Code Compliance ensures implementation. Long Range Planning serves the broader community by creating and updating zoning and codes and the Comprehensive Plan, working closely with stakeholders to align local, regional and state land use priorities.

The Multnomah County Transportation Division is made up of three major programs: Survey, Willamette River Bridges, and Roads. The Road program consists of Planning and Development, Engineering and Capital Projects, and Maintenance. The Road program is responsible for planning, constructing improvements to and maintaining the County road system.

The County road system consists of areas in the west hills outside the City of Portland, on Sauvie Island, in Fairview, Wood Village, and Troutdale, and in the rural area around Corbett. This program takes care of about 270 center lane miles of roads, thousands of drainage culverts, 25 small bridges, several major culverts, and other assets critical to the proper function of the road system.

Minimum Qualifications/Transferable Skills*:

  • Associate's degree from an accredited college or university (equivalent experience may substitute for a degree)
  • One (1) year of complex administrative/technical clerical experience
  • One (1) year of providing direct customer service

ADDITIONAL INFORMATION

Type of Position:This hourly, union-represented position is eligible for overtime.

Schedule: Monday - Friday, 8:00 AM - 5:00 PM

Work Location: This position works onsite at the John B. Yeon Annex, located at 1600 SE 190th Ave. Portland, OR 97233. This position works primarily in the office, Monday - Friday. Ad hoc telework is unscheduled, infrequent, and/or as needed at the employee’s request or at manager direction.

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response.
