Position Overview
Client: U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Head Start (OHS)
The Project Manager is a Key Personnel role responsible for overall contract management, serving as the primary Government liaison, and ensuring quality oversight across all program operations. This role leads delivery of program management and data management services, ensuring successful execution of contract requirements, alignment with federal policies, and continuous improvement of operational performance supporting Head Start programs nationwide.
Key Responsibilities
Contract & Program Management- Provide overall contract management and leadership across all task areas
- Serve as the primary liaison to the Contracting Officer (CO) and Contracting Officer’s Representative (COR)
- Establish, track, and ensure successful delivery of program management and customer service activities
- Ensure compliance with applicable laws, regulations, and contract requirements
- Oversee quality of all deliverables and services provided under the contract
- Ensure adherence to quality control procedures and performance standards
- Identify risks and implement corrective actions to maintain performance objectives
- Analyze internal processes and systems to improve effectiveness and efficiency
- Develop and implement written procedures outlining work processes
- Coordinate staffing and resource allocation across multiple concurrent activities
- Adjust staffing and priorities based on evolving program needs
- Coordinate and manage interactions with federal staff, regional offices, and stakeholders
- Support development of reports, presentations, and communications for leadership
- Ensure effective communication protocols and escalation procedures are maintained
- Oversee the use of data management services to support decision-making and program oversight
- Ensure development and delivery of data-driven reports, dashboards, and analyses
- Support initiatives that promote data-informed management and operational improvements
Minimum Qualifications
Education- Bachelor’s degree in business, public administration, or related field required
- Master’s degree preferred
- PMP or equivalent project management certification preferred
- Minimum 10 years of progressive professional experience managing client services projects of similar size, scope, and complexity
- Minimum 5 years of supervisory experience
- Demonstrated experience managing complex, high-profile, multi-faceted projects
- Experience implementing quality assurance systems that improve service delivery
- Ability to aggregate, analyze, and present data from multiple sources
- Strong written and verbal communication skills with experience producing high-quality deliverables
- Proven ability to resolve problems and address team and client concerns
- Demonstrated ability to coach and lead team members effectively
Required Skills & Knowledge
- Experience in project management methodologies and tools
- Knowledge of federal programs, grants management, or similar large-scale service environments
- Ability to manage geographically dispersed teams and complex program operations
- Strong analytical, organizational, and problem-solving skills
Work Location
- Preferred locate to DC; Remote (subject to Government approval)
