What You’ll Do
- Lead the strategic prioritization of Generation capital projects based on risk reduction, return on investment, business impact, and resource constraints.
- Ensure the capital portfolio aligns with Generation strategy, enterprise priorities, and long-term planning commitments.
- Coordinate planning and initiation of projects across multiple stages to ensure execution readiness.
- Analyze portfolio performance, identify trends and risks, and provide actionable insights to improve portfolio management processes, tools, and governance standards.
- Exercise independent judgment to influence decisions that shape Generation’s long-term performance.
Responsibilities
- Develops and maintains cost tracking tools and templates to facilitate consistent and efficient cost management practices across projects.
- Evaluates and implements cost management best practices and process improvements to enhance the efficiency and effectiveness of cost engineering processes.
- Advises leadership on cost engineering methods and procedures and prepares developmental assignments for engineers.
- Leads the evaluation of the projects time, cost, and quality targets, applying governance controls to enable the successful delivery of the project.
- Provides input during project planning and design phases to optimize project cost-effectiveness, value engineering, and risk mitigation.
- Prepares specific budgets in accordance with prescribed standards and procedures.
- Facilitates internal and contractor compliance with all cost-related requirements and contractual requirements.
- Ensures site project cost controls policies and procedures, consistent with department policies, are implemented and monitored throughout the duration of the project.
- A material job duty of all positions within the Company is ensuring the protection of all its physical, financial and cybersecurity assets, and properly accessing and managing private customer data, proprietary information, confidential medical records, and other types of highly sensitive information and data with the highest standards of conduct and integrity.
Minimum Qualifications
- Ten or more years of experience in engineering cost controls, estimating, planning, and risk assessment for major construction projects.
Preferred Qualifications
- Bachelor’s degree in Business Administration, Engineering, Finance, or related field; MBA or other advanced degree preferred.
- Project Management Institute (PMI) certification (e.g., PMP) and/or Portfolio Management Professional (PfMP) certification preferred.
- Five (5) or more years of experience managing a large multi-year capital project portfolio, including prioritization, sequencing, and trade-off recommendations in the power generation, utility industry, major construction, or other asset-intensive environment.
- Experience aligning capital portfolios with Rate Case, Operating Plan, and long range planning cycles with direct impact for overall portfolio health through identifying gaps, anticipating future needs, and creating sustainable long-term solutions.
- Strong financial acumen for long-term capital planning, including forecasting and scenario analysis with advanced level Excel proficiency required (e.g., working with large data sets, building/maintaining complex models, and performing detailed analysis to support portfolio decisions).
- Collaborative communicator able to navigate complex stakeholder environments, negotiate priorities, and communicate effectively across multiple functions and leadership levels.
- Strategic thinker comfortable operating at the intersection of strategy, planning, execution readiness, and operational constraints with a proactive, consultative mindset.
- Experience with Power BI, advanced Excel, SAP, Primavera, and portfolio management software.
Additional Information
- This position’s work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days. Unless otherwise noted, employees are required to work and reside in the state of California. Further details of this work mode will be discussed at the interview stage. The work mode can be changed based on business needs.

- The primary work location for this position is Rosmead, CA.
- Position will require up to 20% traveling and being out in the field throughout the SCE service territory.
- This position has been identified as a NERC/CIP impacted position - Prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation. Once hired, the candidate must complete specified training prior to gaining un-escorted access to assigned work location and performing necessary job duties.
- Relocation does not apply to this position.

Salary range
- $157,800 - $236,700 per year
