Proposal Cost Estimator
This role develops estimate take-offs, pricing build-ups, and project schedules for construction, infrastructure, and environmental proposals in the federal contracting arena, while also supporting cost and price volume development for federal solicitations. The estimator contributes to proposal pricing and schedule. This position is fully onsite and will report to the Director. Key Responsibilities

- Perform quantity take-offs and develop pricing build-ups for construction, renovation, and environmental projects.
- Develop project schedules, including sequencing and critical path analysis.
- Prepare cost estimates for labor, materials, equipment, and subcontractors using RS Means, historical data, and vendor quotes.
- Support development of cost/price volumes, Basis of Estimates (BOEs), and pricing models for FFP, T&M, IDIQ, CPFF, and hybrid proposals.
- Analyze solicitations (RFPs/RFQs/IFBs) and translate technical inputs into accurate, compliant cost models.
- Validate labor categories, wage determinations, escalation, indirect rates, and fringe.
- Ensure compliance with FAR, DFARS, SCA, Davis-Bacon Act, Executive Orders, and internal pricing policies.
- Conduct pre-bid site surveys and incorporate site conditions into estimates and schedules.
- Solicit and review subcontractor pricing for completeness and compliance.
- Produce cost reports and deliver clear presentations to management.
- Two (2) years of combined experience in scheduling/estimating and/or government contracting pricing, cost analysis, or proposal development.
- Strong proficiency in MS Excel.
- Proficiency with RS Means, MS Project, and MS Word.
- Experience with pre-bid site surveys and bid development.
- Valid Driver's License.
- Bachelor's degree in Construction Management, Engineering, Finance, Accounting, Economics, or related field (or equivalent experience).
- Four or more years of experience in utilities, facilities, environmental, and construction projects.
- Federal government estimating/scheduling experience.
- Experience supporting cost/price volumes across multiple federal contract types.
- Estimating experience across multiple trades: civil, architectural, mechanical, electrical, plumbing, HVAC, pavement, and ADA facilities (renovation/repair).
- OSHA 30-Hour Construction Certification.
- Advanced technical writing, BOE development, and pricing narrative skills.
- Mechanical systems experience or knowledge (HVAC, chillers, boilers).
