DLAR-Administration Services - Pennsylvania-Pittsburgh - (26002543)


The Division of Laboratory Animal Resources (DLAR) Purchasing Specialist II will:

• Assume a lead support role in assisting DLAR Finance Supervisor with the purchasing needs throughout the DLAR.
• Manages the in-house inventory management system and will be responsible for analyzing purchasing data, setting reorder points and identifying opportunities to streamline processes, consolidate vendors, standardize products and reduce costs.
• Processes supply purchasing requests, disbursements, and travel and business reimbursement requests.
• Prepares proposals and requests quotes, negotiates terms and conditions, and resolving issues. Prepares bids specifications and correspondence. Analyzes trends and assists with development and facilitation of sourcing strategies.
• Reviews materials for accuracy and compliance, maintains accurate inventories, records, lists, and assists with administrative functions.

The preferred candidate will have at least two years of relevant experience - knowledge of purchasing, accounting, and research accounting systems, policies, and procedures, and experience working with vendors to obtain competitive pricing and high-quality service. The successful candidate must be detailed oriented with strong financial skills required for budget accountability, purchase tracking, analysis and expense reduction. Solid technology and problem-solving skills and ability to learn multiple purchasing systems are necessary. Effective interpersonal communication and follow up skills are required for dealing with departmental staff, vendors and University departments.


Job Summary

Processes all supply purchasing requests, disbursements, and travel and business reimbursement requests. Determines needs and budgetary requirements, interviews prospective suppliers, and coordinates with internal and external stakeholders to recommend quantity and quality of orders. Prepares proposals and request quotes, negotiates terms and conditions, and resolves issues. Prepares bids specifications and correspondence; schedules public bid openings; and analyzes trends and assists with development and facilitation of sourcing strategies. Reviews materials for accuracy and compliance; maintains accurate inventories, records, lists, and database; and assists with administrative functions.


Essential Functions

The employee must be able to:
• Follow written and verbal instruction,
• Communicate effectively verbally, electronically, and via telephone,
• Accurately and legibly document written information in English, in a timely manner, including electronic formats and applications,
• Efficiently and effectively use numerous electronic databases (e.g. CAMS, PRISM, Concur, ULS),
• Accurately perform financial analyses, and
• Read, comprehend and adhere to DLAR and University policies.


Physical Effort

This position is primarily sedentary. Fine motor skills and bending/twisting are necessary for manipulating paperwork and office equipment. Moving, sitting, and standing are required. Occasionally, travel to buildings on campus is required.
