Basic Purpose
Participates in developing and retaining corporate knowledge related to regulations at the state and federal level. Ensure the accurate and timely preparation of regulatory statements, adjustments, analyses and supporting testimony in compliance with all regulations and requirements. Resolves moderately complex regulatory financial issues. Contributes to the completion of various state and FERC reporting requirements. Works on the most complex situations and performs work on special projects and/or multidisciplinary and interdepartmental projects. Provides work direction and technical assistance to less experienced team members.


Responsibilities


Essential Duties and Responsibilities

Filing Preparation, Submission, and Completion

  • Reviews and develops:
    • The timely preparation and review of documentation and schedules in support of state and FERC general rate case filings including statements, testimony, and management analyses.
    • Coordination with internal stakeholders to gather necessary data, documentation, and information for filings.
    • Filings to ensure consistency with financial reporting and compliance with FERC reporting guidance.
    • Recommendations for appropriate strategies and objectives of rate case filings. Serves as a witness on financial regulatory matters before the PUCN.
    • FERC Ledger Oversight
  • Performs regular analysis of FERC ledger, ensuring compliance with Commission and FERC directives and orders.


Regulatory Assets and Liabilities

  • Reviews the accounting of regulatory assets and liabilities to include:
    • Ensuring the recording of amortization and carry charge calculations.
    • Contributes to strategy surrounding regulatory assets and liabilities and their regulatory recovery.
    • Provides inputs and feedback to the financial planning and forecast process.

Cross-Departmental, Regulator, and Intervenor Collaboration

  • Coordinates with other internal departments, regulators, and intervenor staff on regulatory and financial issues, including oversight of response to data requests pertaining to revenue requirement and financial regulatory matters.

Other

  • Reviews and contributes to the preparation of other PUCN and FERC required analysis
  • Identifies and performs SOX sections 302 and 404 compliance initiatives to maintain and keep current all documentation of internal controls over financial reporting with no significant deficiencies or material weaknesses.
  • Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes, and regulations applicable to position and company.
  • Performs related duties as assigned.

Qualifications


Essential Education, Skills, and Environment

Education and Work Experience
Bachelor’s degree from an accredited school in accounting, business, economics, finance or related field and 6 years of related experience.

Candidates that do not possess a bachelor’s degree must have a minimum of 10 years of related work experience.

Specialized Knowledge and Skills

Demonstrated knowledge of:

  • Utility, regulatory theory and quantitative modeling.
  • Finance, accounting, budgeting, and FERC reporting principles.
  • Managing interdepartmental projects in regulatory proceedings.


Skills such as:

  • Analytical, detail-oriented, problem solving, planning, time management, verbal and written communication, decision making, presentation, organization, project management, and interpersonal.
  • Utilization of various modeling, analytical, accounting, monitoring, or reporting software.
  • Ability to prioritize and handle multiple issues and projects concurrently.
  • Develops and maintains relationships with internal and external customers.


Equipment and Applications
PCs, word processing, spreadsheet, and database software.

Work Environment and Physical Demands
General office environment. No special physical demands required.

NOTE:

Depending on qualifications of applicants, this position may be filled at a lower level than that which is posted such as Regulatory Reporting Specialist, Sr Regulatory Reporting Analyst, and Regulatory Reporting Analyst.
