OVERVIEW:

The Department of Community Services’ Transportation division is looking for a full-time Program Supervisor to work in its Road Maintenance team.

The Multnomah County Transportation Division is made up of three major programs: Survey, Willamette River Bridges, and Roads. The Road program consists of Planning and Development, Engineering and Capital projects, and Maintenance. The Road program is responsible for planning and constructing improvements to and maintaining the County road system.

The County road system consists of areas in the west hills outside the City of Portland, on Sauvie Island, in Fairview, Wood Village, and Troutdale, and in the rural area around Corbett. This program takes care of about 270 center lane miles of roads, thousands of drainage culverts, 25 small bridges, several major culverts, and other assets critical to the proper function of the road system.

As a Program Supervisor, you will be responsible for managing, planning, and supporting the effort to maintain the county’s road system including the urban and rural roads, culverts, small bridges, and other structures in a manner that is consistent with the Transportation division's strategic plan and the Department of Community Services’ mission, values and equity strategic plan.

Road Maintenance currently includes one Road Maintenance Manager and three Program Supervisor positions to manage the staff, equipment, and work of the program. In this role, you will work closely with the Manager and other Program Supervisors and directly supervise staff to accomplish the programs goals, build and maintain rapport with the community, develop and manage the program budget while utilizing Asset Management based practices. You will use your leadership skills to further the County’s Workforce plan to create an environment and culture based on safety, trust, and belonging.

Specifically, you will plan, organize, manage, and administer functions, activities, and services of the Road Maintenance program with the two other Program Supervisors and Manager.

You will hire, train, and review the work of a diverse workforce, act as a resource, coach and mentor to staff, and provide direction, guidance, and leadership.

You will provide expert guidance to other departments, the general public, and/or outside agencies; represent Multnomah County Road Maintenance to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; act as representative on committees, special projects, and other community outreach activities.

You will respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.

You will conduct analysis on best practices and trends, and formulate and implement recommendations to improve the program outcomes.

Minimum Qualifications/Transferable Skills*:

  • Three years of increasingly responsible road maintenance experience including one year of lead responsibility
  • The equivalent to a high school diploma
  • State Issued Driver's License

  • Comfortable with computer, iPad, smartphone usage

Type of Position: This salaried, supervisory position is not eligible for overtime. This position may work days, nights, weekends and/or holidays during emergencies.
