Responsibilities

LMI is seeking a Senior Air Transportation Planner to provide subject matter expertise to the United States Space Force (USSF) Installation, Logistics, and Product Support Directorate, Space Systems Command (SSC/S4L), located at Peterson Space Force Base, Colorado, and the United States Transportation Command (USTRANSCOM) Strategic Plans, Policy and Logistics Directorate (TCJ5/4), located at Scott Air Force Base, Illinois.

The primary objective of this role is to support the integration of spacelift as a fully recognized fourth mode of cargo transportation within the Joint Deployment and Distribution Enterprise (JDDE). This role will work closely with a multidisciplinary team of subject matter experts to integrate spacelift point-to-point (P2P) delivery of cargo into USTRANSCOM’s JDDE. In-depth knowledge and demonstrated experience with the Joint Planning Process is required for success. This role requires comprehensive operational-level planning experience, including demonstrated expertise in air mobility operations and airlift requirements planning supporting Air Operations Centers (AOC). The selected candidate will bridge conventional airlift planning and emerging rocket cargo/spacelift capabilities to ensure feasibility, interoperability, and operational credibility within joint and combined operations. This is an onsite position at Scott AFB, Illinois however remote/hybrid work may be considered for exceptionally well-qualifed candidates. Travel may be required at client discretion. This position is contingent upon contract award.

Responsibilities may include:

  • Collaborate with USTRANSCOM directorates, Air Mobility Command, U.S. Space Force elements, Joint Staff planners, and commercial launch providers
  • Support the development of doctrine, policy recommendations, and CONOPS that integrate spacelift as a fourth transportation mode alongside air, land, and sea
  • Conduct operational feasibility assessments of P2P rocket cargo delivery within USTRANSCOM distribution frameworks
  • Identify integration requirements across command and control, scheduling, force flow management, and deployment planning systems
  • Evaluate interoperability between spacelift and conventional aircraft platforms to optimize multimodal force flow
  • Develop decision-support products comparing spacelift to conventional airlift for time-sensitive, high-priority, or contested logistics missions
  • Support experimentation, exercises, and mobility wargames to validate spacelift integration concepts
  • Assess impacts of spacelift integration on JDDE planning and execution systems, including JOPES, GATES, ITARS, SMS, and CAMPS
  • Identify system modifications required to treat spacelift as a routinized transportation mode within global mobility planning tools
  • Support development of data models and analytic frameworks to assess responsiveness, capacity, and cost tradeoffs of spacelift
  • Contribute to cross-functional working groups addressing airspace coordination, space domain awareness, regulatory compliance, and international coordination
  • Prepare senior-level briefings, decision papers, reports, and other written products in support of policy development and planning activities

Qualifications


  • Bachelor’s degree in Logistics or a related field with 12 years of military Air Transportation experience
  • Associate’s degree in Air Transportation Management with 18 years of experience is acceptable
  • Preference given to candidates with Air Operations Center experience
  • Demonstrated understanding and experience with USTRANSCOM and the JDDE mission, authorities, and responsibilities
  • Demonstrated understanding and experience with USSF organization, mission, and operational constructs
  • Demonstrated understanding of airlift requirements planning, vetting, and validation, and aerial port operations processes
  • Demonstrated experience with joint reception, staging, onward movement, and integration (JRSO&I) requirements and execution
  • Experience conducting qualitative and quantitative analysis, including the use of analytical and simulation models and generative artificial intelligence
  • Tanker/Airlift Control Center or any AOC airlift planning experience preferred
  • Available for occasional travel
  • This position requires an active security clearance at the SECRET level. You must be a US citizen
