This is a Permanent Position (Not Limited Duration)

As a Senior Fiscal Analyst, you will provide fiscal and budget advice to the Budget Planning and Analysis Unit of the Fiscal Operations Division. You will perform a wide range of budget analysis, including project management, fiscal and budget advice, budget developing, monitoring, tracking, and making budget adjustments, and other policy and budget activities. Your primary functions will require thorough knowledge of state and federal budgeting and financial processes and systems. You will also support management and staff through budget development, complex forecasting of cost impacts, and by ensuring that programs are supported by sufficient revenues by evaluating expenditures to budget.

In this role, you will be an active participant in policy strategy development including the analysis of financial impacts of proposed policies. You will analyze large and complex data that is used to affect the processes in meeting the agency mission and deliver the information to top agency, legislative, executive, and other governmental and non-governmental officials.

Additionally, the programs and budgets are often interrelated throughout the agency. You will need to demonstrate in-depth expertise on the programs and budgets that you oversee.

Besides applying these technical and analytical skills, this position participates in policy strategy development with program management and agency leadership. In support of the agency’s goal to eliminate health inequities by 2030, this position analyzes budgets, programs, and proposals with a focus on identifying potential impacts to that goal and coordinating research for further policy consideration.

The AA Salary Range for this position is between $6,123.00 to $9,409.00 per month.

What We Are Looking For:

Minimum Qualifications: These qualifications must be visible in your application for consideration.

Six years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information.

Special Requirements: To be hired, you must have a criminal record and driving records check that meets OHA criteria at the time of hire, and throughout employment.

  • Deep knowledge of state and federal budgeting processes, financial systems, and fiscal management principles. Ability to navigate complex financial systems and ensure budgets are aligned with organizational goals.

  • Strong ability to analyze large, complex datasets to assess financial impacts, identify trends, and make informed recommendations. Expertise in cost forecasting, budget adjustments, and monitoring financial performance.

3. Policy Analysis and Strategic Planning:

  • Experience in analyzing the financial implications of proposed policies and making recommendations that align with both fiscal constraints and organizational objectives. Ability to support strategic policy development.

4. Communication and Presentation Skills:

  • Excellent ability to communicate complex financial information to top agency officials, legislators, and external stakeholders. Skilled in preparing reports and delivering presentations that are clear and actionable for diverse audiences.

5. Commitment to Health Equity:

  • Strong focus on understanding the financial impacts of budget decisions and policies, particularly as they relate to health inequities. Ability to evaluate budgets and programs through an equity lens and ensure alignment with the agency's health equity goals.

6. Collaboration and Stakeholder Engagement:

  • Ability to work effectively with program management, senior leadership, and external partners. Skilled in fostering collaboration, offering fiscal advice, and ensuring that the budget supports the agency’s broader objectives, including its mission to eliminate health inequities by 2030.

Preference Statement:

  • Excellent customer service skills.
  • Must be able to organize and prioritize work to meet deadlines and have flexibility, work demand tolerance and exhibit written and oral communication skills including effective communication with coworkers.
