The position is 100% Work-In-Office. It may change to Hybrid in the future. The work location is the Oregon State Hospital in Salem, OR
Internal to State Employees: You have the option to choose Limited Duration, or Job Rotation
External Applicants are only eligible for the Limited Duration option. The duration may last up to 24 (Twenty-Four) Months
This position primarily consults and collaborates with agency employees, union stewards and representatives, managers/supervisors, and others to explore and solve difficult work force issues having broad potential impact. Provide technical advice and assistance in human resource structure and processes to improve the operation performance of the Agency. Serve as a strategic partner with labor and management to address disagreements, implement change, explore solutions, and train others as necessary as well as provide consultation and technical assistance to management in the interpretation and application of the collective bargaining agreements and other policies and procedures. Ensure Agency compliance with Collective Bargaining Agreements, resolving grievances, completing investigations, and responding to tort notices.

What We Are Looking For:
Minimum Qualifications: These qualifications must be visible in your application for consideration.
A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position; OR
Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position; OR
Six years Human Resource experience related to the position. Four of the six years must have been at the professional level.
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.
Special Requirements: To be hired, you must have a criminal record and driving records check that meets OHA criteria at the time of hire, and throughout employment.

- Comfortable developing and delivering training and providing ongoing technical assistance.
Preference Statement:
- Excellent customer service skills.
- Must be able to organize and prioritize work to meet deadlines and have flexibility, work demand tolerance and exhibit written and oral communication skills including effective communication with coworkers.
- Must be proficient in Word, Excel and Powerpoint.
