Who We are:

The Department of County Assets (DCA) for Multnomah County oversees the planning, acquisition, and management of the county's operating assets. It ensures that county employees and programs are equipped with the necessary infrastructure and tools to deliver community services with efficiency and effectiveness.

Position Overview:

Multnomah County's Department of County Assets is seeking aSenior IT Contracts Specialist to perform a variety of advanced and specialized commercial contract services on behalf of Multnomah County. These contract services include advising stakeholders of risks, developing risk mitigation and negotiation strategies, and negotiating favorable outcomes for IT and technology related contracts. This position further provides intensive and extensive organization, policy, procedure, and program analysis, planning, and development of county-wide contracting, as well as at the division and department level coordination and collaboration of County-wide, interdivisional, and interagency special projects that are related to IT.

The ideal candidate excels at building strong relationships and providing clear direction throughout the acquisition and contracting process. The successful candidate will have:

  • A high acumen for business, technical, and legal details.
  • Specialized expertise in all contract types, with the ability to understand and interpret local, state, and federal statutes, policies, and procedures.
  • The ability to communicate clearly and cultivate a broad spectrum of strong professional relationships.

Areas of focus for this role include:

Contracting:

  • Compile, develop, and write new statements of work, specifications, written agreements, contracts, procurement documents, and reports for multiple IT software contacts and projects.
  • Develop complex, confidential, high risk, and sensitive legal agreements relating to Information Technology, specifically complex software agreements, and agreements for complex software, plus other commercial contracts.
  • Address technical and legal terms and conditions in legal documents to ensure all business, technical, and legal requirements are met, risks are identified and mitigated, and rules/laws and industry best practices are complied with.
  • Build consensus, as needed, among project stakeholders, executives, legal, IT, and procurement.
  • Represent the County in dealings and negotiations with agencies, public and private, and their respective representatives.
  • Determine stakeholder contract needs are met, and ensure all applicable laws, practices, procurement policies, and administrative rules and standards are followed.

Contract Management:

  • Collaborate with department leaders, Business Systems Analysts, IT experts, the county attorney’s office and project managers to address topics such as: intellectual property rights and infringement, confidentiality, acceptance criteria, reporting requirements and tracking, data protection, anti-corruption, export compliance, security/audit needs, key performance indicators performance levels, SLA’s and corresponding penalties or remedies.
  • Provide ongoing analysis and reporting related to contracts, including executing changes where necessary. Provides weekly and monthly reports and analyses, as required.
  • Monitor and support contract activities that include identifying ongoing County responsibilities and ensuring appropriate actions are taken, execution of amendments on existing contracts, strategicchanges, or other changes identified as appropriate.
  • Define, draft and negotiate termination and refund provisions, subcontracting requirements, and limitations based upon business requirements, county contracting and procurement policies, best practices, and current industry standards.
  • Review and approve complex electronic documents prepared by other staff, such as new software requests data, amendments, change orders, work orders, terms of use, and click-through agreements.
  • Ensure acceptance of negotiated risk, liability amounts and factors for the county, plus vendor and County insurance levels and policies.

Minimum Qualifications/Transferable Skills*:

  • Bachelor's degree from an accredited college or equivalent experience AND
  • Three (3) years of experience delivering technology contract development/negotiation, technology procurement, and technology contract administration services

Teleworking:At this time, this position is designated to “routine telework,” meaning you will be working remotely (from home) most of the time; a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations

Location:This position is officially housed in the Multnomah Building, 501 SE Hawthorne Blvd. Suite 400, Portland, OR 97214.

Schedule:Typically Monday through Friday from 8:00 a.m. to 5:00 p.m. There is some flexibility with the start and end times and a possibility of a flexible schedule.

All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. We are not able to sponsor H-B1, F-1 OPT or STEM OPT visas.

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical.
