
Senior Manager, Product Development - Amex Offers & Ads, Targeting and Eligibility
Job Description
Membership Portfolio Services, within our US Consumer Services Business, is responsible for developing and scaling several growing businesses that are strategically important to American Express. We are developing unique and differentiated ways to strengthen the Membership Model by connecting Card Members with Merchants to drive growth over the mid-to-long term.
We are seeking a Senior Manager, Product Development – Amex Ads & Offers Targeting and Eligibility Product, who will manage the Segmentation, Targeting, and Eligibility capabilities supporting Amex Ads & Offers. As a core member of a digital product team, you will be responsible for defining and evolving the targeting and eligibility platform that powers campaign audience selection, real-time decisioning, and offer qualification across the Amex Offers and Amex Ads ecosystem. You will partner across business, product, and technology teams to deliver scalable, flexible, and compliant targeting solutions that enable precise customer engagement and drive merchant value.
This role is part of the Amex Offers Digital Media Product team. We provide the technical capabilities to enable sourcing, setup, targeting, fulfillment, and measurement of Amex Offers campaigns. Our platforms are part of the Digital Offers Ecosystem; a collection of teams and capabilities responsible for the end-to-end implementation of Amex Offers.
Responsibilities
- Define and drive the vision, strategy, and roadmap for targeting, segmentation, and eligibility capabilities across Amex Offers and Amex Ads
- Design and evolve scalable audience targeting frameworks, including rule-based and model-driven segmentation, eligibility criteria, and suppression logic
- Translate business requirements into platform capabilities that support precise audience selection, real-time eligibility decisioning, and campaign execution
- Partner closely with Technology teams in an Agile environment to build and enhance targeting services, APIs, and decision engines with a focus on performance, scalability, and reliability
- Collaborate with Marketing, Analytics, and Operations stakeholders to ensure targeting capabilities meet campaign objectives, regulatory requirements, and customer experience expectations
- Drive innovation in targeting capabilities, including the use of AI/ML models, real-time signals, and next-best-action frameworks to improve personalization and engagement
- Establish prioritization principles for product enhancements, balancing new feature development, platform scalability, technical debt, and speed to market
- Ensure governance and controls are embedded within targeting and eligibility frameworks, including compliance with privacy, consent, and data usage policies
- Define and monitor product metrics and KPIs, including targeting accuracy, campaign performance lift, eligibility precision, latency, and system reliability
- Influence cross-functional stakeholders to align on targeting strategy, platform evolution, and roadmap priorities
Qualifications
- 3–5+ years of product management experience, preferably in targeting, decisioning platforms, advertising technology, or customer engagement platforms
- Proven experience working with engineering teams in Agile environments to deliver scalable platforms, APIs, or real-time decisioning systems
- Strong understanding of segmentation strategies, targeting methodologies, eligibility rules, and audience management in a marketing or advertising context
- Experience with campaign management platforms, ad tech ecosystems, or customer engagement platforms is strongly preferred
Familiarity with AI/ML-driven targeting, personalization strategies, or next-best-action frameworks is a plus
- Demonstrated innovative mindset with a strong interest in leveraging AI and Generative AI technologies (e.g., LLMs, agentic workflows) to enhance targeting precision, decisioning capabilities, automation, and product efficiency
- Ability to identify and translate emerging AI/GenAI capabilities into practical product applications that improve customer engagement, operational effectiveness, and business outcomes
- Working knowledge of data concepts (e.g., customer attributes, event signals, segmentation logic) with the ability to partner effectively with data and engineering teams
- Experience with big data or distributed systems (e.g., GCP, real-time processing, APIs) is preferred
- Strong analytical thinking with the ability to evaluate targeting performance and optimize strategies based on data insights
- Excellent communication skills with demonstrated ability to influence cross-functional stakeholders and drive alignment
- Experience working in regulated environments with a focus on privacy, compliance, and responsible data usage is a plus

Salary range
- $123,000 - $215,250 per year
