Overview

LMI is seeking a highly skilled Senior Mobile App Engineer for the Mountain View Team in support of the Army Training Information System (ATIS) program. This position is part of a cross-functional Agile team operating in a Scaled Agile Framework (SAFe) Agile Release Train (ART).

In this role, you will be responsible for the design, development, integration, and sustainment of mobile applications that support Army-wide training management functions. You will collaborate with designers, backend engineers, product owners, and cybersecurity professionals to deliver performant, secure, and user-centric mobile solutions for Android and iOS platforms, aligned with ATIS objectives.

This role is ideal for a user-focused, go-getter who thrives in a fast-paced, mission-driven environment and takes pride in designing clean, scalable, and secure digital systems. The ideal candidate will be comfortable navigating ambiguity, able to make sense of vague or evolving requirements, ask the right questions, and serve as a forcing function in clarifying scope and aligning technical implementation with mission goals.

The immediate priority for this role is accelerating delivery of the AFT mobile application in response to direct demand from Army units. The position will also be responsible for architecting and enabling extensible Android-based capabilities that integrate with external mobile platforms and ecosystems. Over time, the role is expected to support a potential expansion into web application development as mission needs evolve.

Responsibilities

  • Design, develop, and maintain Android-first and cross-platform mobile applications (with React Native as the primary framework), supporting both enterprise and operational mobile use cases.
  • Design and develop Android-native extensions, plugins, or integrated components that operate within constrained or externally managed mobile environments.
  • Integrate mobile front-end components with backend APIs and platform services securely and efficiently
  • Ensure apps comply with DoD cybersecurity and mobile device management (MDM) policies and meet performance and accessibility standards (e.g., WCAG, Section 508).
  • Collaborate with UI/UX designers and stakeholders to deliver responsive and intuitive user experiences for mobile users in tactical and enterprise environments.
  • Participate in Agile ceremonies including daily standups, sprint planning, retrospectives, and PI planning.
  • Conduct code reviews, implement unit and integration tests, and support automated mobile testing as part of CI/CD pipelines.
  • Optimize mobile applications for performance, scalability, security, and battery efficiency.
  • Troubleshoot, debug, and resolve defects across multiple device types and OS versions.
  • Stay up to date with industry trends and recommend new tools and frameworks that support mobile development best practices.
  • Create and manage project documentation, including stories, use cases, system and solution architecture diagrams, APIs, dependencies, and security configurations in collaboration tools (i.e. GitLab, Lucid, Jira, SharePoint, etc...) and in accordance with Army and ATIS program standards.

Qualifications

Required Qualifications:

  • Active Secret clearance.
  • Bachelor’s degree in Computer Science, Software Engineering, Mobile Computing, or a related technical field.
  • 7+ years of professional experience in mobile application development.
  • Active DoDI 8140 certification (e.g., CISSP, CISM, Security+).
  • Experience developing and deploying cross-platform mobile applications using React Native required
  • Hands-on experience developing and deploying Android applications using native Android frameworks; Demonstrated ability to work within Android build systems (AGP) in addition to native Android UI development.
  • Experience developing Android-native components that integrate with external systems, SDKs, or host applications.
  • Solid understanding of REST APIs, OAuth2/OpenID Connect, and secure mobile data storage practices.
  • Familiarity with CI/CD pipelines, Git-based workflows, and automated mobile testing tools.
  • Experience with backlog management and collaboration tools (e.g., Gitlab, Lucid Spark).

Preferred Qualifications:

  • Experience developing mobile applications or Android-native components for constrained, regulated, or operational environments where deployment, permissions, or integration patterns differ from commercial app stores.
  • Experience supporting a mobile-first solution that later expanded to include web-based capabilities.
  • Knowledge of Army cybersecurity requirements, RMF, and secure mobile development standards.
  • Familiarity with mobile device management (MDM) solutions and secure mobile deployment strategies.
  • Working knowledge of containerization and backend microservices (e.g., Docker, Kubernetes).
  • Certifications such as SAFe Agilist, CompTIA Security+, Google/Apple developer certifications, or ITIL.
  • Travel Requirements: Occasional travel may be required, including participation in quarterly Program Increment (PI) Planning, technical syncs, and major delivery milestones as well as on-site customer visits.

The target salary range for this position is $120,000 - 180,000.
