Job Description
Position Purpose:
The Senior Planning Specialist is responsible for developing daily, weekly, monthly, and long-term work plans for the Production Support and Operations Teams, which handle the maintenance, repair, installation, and operation of all vertical assets within the VWNJ system. This involves planning and coordinating all available resources: manpower, materials, and equipment, for work performed for VWNJ and the NJ Division. While the primary role does not involve unscheduled emergency work, the specialist will assist as needed. The incumbent also maintains and updates Preventative Maintenance schedules and tasks to ensure compliance with organizational risk tolerance and regulatory requirements, and to improve workforce productivity and quality by anticipating and eliminating potential delays. In addition to planning, the Planning Specialist is also responsible for the procurement of equipment and material and inventory management. This position also works with the Data Analytics Team to review departmental KPI's.

Pay Rate: $85000 to $95000 per year.

Primary Duties/Responsibilities:
- Knows aspects of jobs within Production Support and Operations well enough to be able to describe what is to be accomplished and can estimate required man-hours and resources to be allocated.
- Ensuring a ready backlog of work for Operations teams with all requirements necessary for completion.
- Is responsible for long-range as well as short-range planning. Long-range planning involves the regular analysis of backlog relative to available resources.

- Organize workload to comply with deadlines and priorities, work independently to complete routine department functions and prepare and handle confidential correspondence and reports for review by Management.
- Ability to prepare written technical reports and interact effectively and diplomatically with management and/or bargaining unit employees as well as consultants, municipal officials, customers, contractors, and the general public.
- Purchasing Support for equipment.
- Responsible for the utilization of the EAM platform. This system tracks asset operational and financial information providing management with accurate, comprehensive and timely information regarding the status and trend of the Company operations. The collection of this information is critical in the reporting of statistical information to the NJBPU, NJDEP, rate cases, monthly preparation and review of Performance Measures and Indicators established by management as well as the Capital & Expense monthly accruals.
- Review with department supervisors the next week's work schedule to obtain agreement for compliance. Weekly review of performance indicators (KPI) as they relate to schedule compliance, staff utilization, efficiencies, overtime, backlog and non-value added time. The Incumbent is required to assist in the development of Key Performance Indicators (KPIs) to be reported weekly to department manager and Sr. Director.
- The incumbent will assist in supervising the work of the Production Support Staff to ensure a consistent workflow, etc. Responsible for ensuring that all documentation and Veolia requirements are met and abided by for compliance purposes.
Qualifications
Education/Experience/Background:
- Bachelor's degree in business administration or related field is preferred or equivalent work experience.
- Minimum of 5 years related work in operations planning is required.
- Experience in Utility, Industrial and/or Manufacturing industry.
- Previous supervisory experience preferred.
- Experience with procurement and inventory management.
Knowledge/Skills/Abilities:
- Familiarity with the Hexagon EAM maintenance management system is preferred. Substitute experience working with asset management systems will be acceptable.
- Requires superior interpersonal and communication skills and the ability to develop and maintain good working relationships internally (management / bargaining group) as well as externally (local, county, state agencies) etc.
- Excellent management and organizational skills required.
- Strong knowledge of operations and maintenance within a water distribution system.
- Strong knowledge in Vertical Asset Construction practices and techniques.
- Ability to use and read GIS mapping software.
- Ability to prioritize and work on several projects simultaneously.
- Operate effectively within a team atmosphere.
- Capable of shifting priorities frequently and effectively operating under pressure.
- Familiar with Google Suite.
- Strong basic mathematics and computer skills.
- Has excellent typing skills.
