Position Summary

The Construction Management Representative (CMR) provides on-site construction oversight and contract administration support for projects at Fort Donelson National Battlefield. This role ensures that construction activities comply with contract documents, plans, specifications, applicable codes, and safety regulations, while supporting the preservation of historically significant structures and landscapes.

The CMR serves as a key liaison between the Government (including the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Denver Service Center (DSC)) and the Construction Contractor. This position requires a high level of technical expertise, attention to detail, and the ability to maintain professional, neutral communication while supporting project execution in a sensitive historic environment.

Essential Duties and Responsibilities

Conduct daily on-site inspections to monitor construction progress, quality, workmanship, and complianceDocument construction activities through daily reports, including detailed narratives and photographic recordsMonitor contractor adherence to safety requirements, including Accident Prevention Plans (APP)Observe and document compliance with contract documents, building codes, and safety standardsReview and verify contractor record drawings for accuracy and completenessManage all project documentation using construction management (CM) software systemsReview submittals, RFIs, schedules, and payment requests for completeness, accuracy, and complianceTrack and maintain logs for submittals, RFIs, schedules, and Requests for Proposals (RFPs)Assist with contract modifications, negotiations, and dispute documentationReview certified payrolls for compliance with Department of Labor requirements and conduct labor interviewsCoordinate, attend, and facilitate project meetings, including weekly progress and safety meetingsPrepare and distribute meeting minutes within one business daySupport communication and coordination among government personnel, contractors, architects/engineers (AE), and stakeholdersFacilitate preparatory, initial, and follow-up inspections (3-phase inspection process)Assist with substantial completion inspections and deficiency tracking, including cost estimatingReview Operation & Maintenance (O&M) manuals, warranties, and closeout documentationMaintain strict communication protocols by reporting all concerns, discrepancies, and issues directly to the COR/DSCRefrain from providing direction or opinions directly to contractors or park personnelMaintain a professional, neutral communication style and safeguard procurement-sensitive information

Bachelor’s degree in Construction Management, Civil Engineering, or related field (or equivalent experience)OSHA 30-hour Construction Safety CertificationMinimum experience supporting projects of similar scope and complexityStrong knowledge of construction practices, building codes, safety regulations, and contract complianceAbility to read and interpret construction contracts, plans, specifications, and schedulesProficiency with construction management software systemsExperience using Microsoft Teams (meetings, calls, screen sharing)Working knowledge of Microsoft Word, Excel, Adobe PDF, and MS ProjectAbility to manage digital documentation and reporting systemsAbility to analyze cost estimates including labor, materials, equipment, overhead, and profitExperience evaluating contractor proposals and documenting negotiationsAbility to define and document scope changes and differing site conditionsExperience reviewing schedules and evaluating project progress and payment requestsMust have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travelMust have or be able to obtain and maintain a valid driver's license

Experience supporting National Park Service (NPS) or federal construction projectsBackground in historic preservation or rehabilitation of historic structuresEducation or experience in Construction Management, Civil Engineering, Geology, or Geotechnical Engineering

Working Environment

This is a fully on-site position at Fort Donelson National Battlefield, involving active construction site conditions and collaboration with multidisciplinary teams. The role supports critical infrastructure and preservation efforts within a historically significant federal site.

This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work typical hours at the request of the client or role demands.

Physical Demands

Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.

Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.

Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.

Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.
