POSITION SUMMARY:
The Quality Control Manager (QCM) for the Malmstrom AFB Commercial Entrance Control Facility (ECF) is responsible for implementing and managing the Contractor Quality Control (CQC) system for all features of work in accordance with the contract requirements and USACE quality control procedures. This role provides daily onsite oversight of quality and documentation and coordinates with the Site Superintendent, Project Manager, subcontractors, testing laboratories, USACE Quality Assurance (QA) personnel, and Government representatives to ensure the work complies with the contract plans, specifications, approved submittals, and schedule.
The project includes construction of a new Commercial Vehicle Entrance Control Facility at Malmstrom AFB, Montana, including a new two-bay commercial vehicle inspection building with attached command-and-control, waiting, latrine, storage, K9, mechanical, and communications spaces; new roadways and utilities; passive and active vehicle barriers; fencing and gates; lighting; and an access roadway for the AA&E gate displaced by the project. The project also includes an option for a POV ID check area with appurtenant work, including roadway pavement, ID check canopy, guard booth, and POV search area.
The QCM will lead and document the USACE three-phase control process for each definable feature of work and ensure required inspections, tests, and quality records are completed and maintained. The QCM must be employed by the Prime Contractor, and the primary duty of this position is management and implementation of the QC program for this contract.
EDUCATION AND EXPERIENCE:
- Bachelor’s degree in engineering, architecture, or construction management required.
- Minimum of 5 years of construction experience on similar size and type construction contracts that included the major trades applicable to this project.
- Minimum of 2 years of experience serving as a Quality Control Manager, CQC System Manager, or equivalent quality control lead on federal construction projects.
- Experience with federal construction quality control procedures, including USACE, NAVFAC, or similar quality management systems, strongly preferred. Experience on active military installations is preferred.
- The QC Manager must possess at least a bachelor’s degree in engineering, architecture, or construction management, with a minimum of 5 years construction experience as a Construction Manager on similar size and type construction Contracts which included the major trades that are part of this Contract.
KNOWLEDGE, CERTIFICATIONS, AND TRAINING:
- Working knowledge of USACE Construction Quality Management procedures, including the three-phase control process: Preparatory, Initial, and Follow-Up phases for each definable feature of work.
- Ability to read and interpret drawings, specifications, submittals, schedules, testing requirements, and contract documentation.
- Familiarity with EM 385-1-1, hazard identification, safety compliance, and sustainability requirements applicable to federal construction projects.
- Current USACE Construction Quality Management for Contractors (CQM) certification preferred. Candidates who do not currently hold a valid CQM certificate must be able to obtain it within the period required by the contract.
- Experience using RMS/QCS or similar project management and quality documentation systems preferred.
- OSHA 30-Hour Construction Safety may be listed as preferred, but it should not be stated as a contract-required qualification for the QCM role.
RESPONSIBILITIES:
- Develop, implement, and maintain the project-specific Contractor Quality Control (CQC) Plan in accordance with contract requirements and USACE procedures.
- Plan, lead, and document the three-phase control process for each definable feature of work.
- Coordinate and document required inspections, tests, mockups, certifications, and quality records with subcontractors, testing agencies, manufacturers, QC specialists, and Government QA personnel.
- Ensure work is installed in compliance with the contract documents, approved submittals, and applicable codes and standards.
- Maintain complete and accurate QC records, including daily QC reports, testing logs, deficiency and rework logs, preparatory/initial/follow-up records, and other documentation required by the contract.
- Exercise authority to stop work that is not in compliance with contract requirements and verify completion of corrective actions before work proceeds.
- Review submittals, RFIs, and proposed changes for conformance with the contract requirements from a quality control standpoint and coordinate approved changes into field implementation and documentation.
- Coordinate special inspections, testing personnel, and QC specialists required by the contract.
- Support turnover and closeout by confirming completion of required inspections, testing, record documents, O&M materials, and other quality-related closeout requirements.
- Perform the duties of Quality Control Manager as the primary assignment for this contract.
MENTAL AND COGNITIVE DEMANDS:
- Ability to read, analyze, and interpret technical data, specifications, and test results, and clearly communicate findings to project stakeholders.
- Strong written and verbal communication skills to document issues, resolutions, and control activities in a professional and timely manner.
- Problem‑solving skills to identify root causes of non‑conformance and develop practical corrective and preventive actions.
- Basic computer skills for word processing, spreadsheets, scheduling, and QC documentation systems (e.g., RMS/QCS or similar).
- Valid state driver’s license and ability to pass required pre‑employment background checks, drug screening, and installation/base access requirements.
- Ability to work primarily in the field on an active construction site at Malmstrom AFB, including traversing uneven terrain and lifting up to 30 lbs as needed.
OTHER REQUIREMENTS:
- Valid state driver's license.

- Ability to pass pre-employment and random drug screens.
- Ability to pass the required background check for the project.
- Must be available for standby assignments/scheduled off-hours/emergency work as required.
- Must be able to travel as required for projects and company requirements.

WORK ENVIRONMENT:
- This position is primarily anticipated to be in the field on construction sites, which may be indoors or outdoors.
- The noise level in the work environment is usually moderate to heavy
- Sites may require traversing uneven terrain and navigating obstacles.
- When not in the field, employees may be exposed to construction/environmental hazards, extreme weather conditions, and loud noise.
