Oregon State Hospital, a Joint Commission and CMS certified public psychiatric hospital, provides psychiatric hospital services and patient treatment services to persons committed by the Oregon courts as part of the state mental health system.

The Oregon State Hospital (OSH) is recruiting for a Technical Business Analyst role. This position will play a critical role in moving OSH forward in its data capabilities, allowing the organization to become nimbler in providing data to decision-makers at all levels of the organization.

The Technical Business Analyst works with the hospital’s data mart team and plays a critical role in translating the organization’s data needs into table definitions and designs for the data mart. This role also has responsibility for performing tests to confirm implemented tables perform as required and identify corrections to designs to meet data needs.

The successful candidate has demonstrable experience working with technical and non-technical partners, gathering technical requirements, working with subject matter experts, translating business needs into technical specifications, SQL coding, and working with healthcare data.

The primary purpose of this position is to assist with planning, analyzing and managing the process for the storage, retrieval, and transformation of data from the hospital’s electronic health record and other disparate data bases into a functional data warehouse, DataMart. This position will work as a liaison and consultant between the hospital and data warehousing team for the development, adoption and use of a data warehouse, as well as other data system projects. This position will work with Data & Analysis staff to develop the infrastructure to produce a business intelligence system for performance metrics, benchmarking, data mining and statistical analysis to allow the hospital to continue to be a data driven facility. As such, this position will support strategic reporting, LEAN management, research topics, and hospital administration with data transformations to allow data visualizations and distribution of business knowledge.

Working in conjunction with hospital staff, project team, information system staff, and other agencies to analyze, plan, and document system implementation activities such as:

  • Functional Requirements
  • Use Cases Implementation plans
  • Data conversion plans
  • Testing plans Maintenance and support plans

Collaborate and interview with various hospital staff on current systems environment to determine requirements and specifications for reporting needs throughout the hospital, including medical, clinical, financial, security and social services data.

Assist with the design, development, and maintenance of the OSH data warehouse, and other data delivery and/or data transformation tools. This effort will include:

  • Designing mock-ups
  • Conducting implementation and testing
  • Developing and completing data audits and validation for hospital data
  • Documenting audit gaps and issues
  • Elevate to project team
  • Suggest mitigation actions to address risks
  • Assisting in documenting and maintaining a data source catalog
  • Review data records for processing errors; evaluate how errors occurred and recommend system improvements to prevent future errors
  • Adopt and implement systematic approaches to data system improvement work, including LEAN management and best practices

What We Are Looking For

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.
