The Town of Groton seeks a highly skilled and leadership-oriented professional to fill the role of Town Engineer within the Department of Planning, Development, & Public Works. Operating under the general direction of the Deputy Director of Public Works, this position is responsible for planning, scheduling, and organizing the comprehensive operations of the Engineering Division. The Town Engineer serves as a principal technical advisor, overseeing the planning, design, construction, and inspection of municipal infrastructure projects, while ensuring full compliance with engineering practices, contract specifications, and town standards. This is a unionized, exempt, full-time position.

POSITION OVERVIEW:
The Town Engineer is a professional engineering and management position responsible for overseeing the administration, planning, and operations of the Engineering Services division within the Department of Planning, Development, and Public Works. Working under the general direction of the Deputy Director, the individual in this role supervises, schedules, and organizes divisional work, develops operating policies, and prepares capital and operating budgets. This position combines technical expertise with leadership of a team, requiring the supervision of a professional, technical, and clerical team members. This includes staff development, prioritization of tasks and projects, managing performance and growth, and administering collective bargaining agreements.

On the technical side, the role involves supervising all town survey work and overseeing the design, construction, inspection, and expansion of town facilities and infrastructure projects. Additionally, the position is responsible for reviewing plans to ensure compliance with contract specifications and engineering standards, managing consultant agreements and grant programs, and leading the integration of computer technologies like CAD and GIS. The Town Engineer will be tasked with review of site plan development applications in the Town of Groton, coordinating with Planning staff and attending review meetings. The individual may also act as a key representative for the Town before various public agencies and commissions.


REQUIRED QUALIFICATIONS:
The skills and knowledge required would generally be acquired with a Bachelor’s Degree in Civil Engineering and a minimum of five (5) years of experience of a progressively responsible nature in the practice of civil engineering, including two (2) years in a supervisory capacity, preferably on a municipal level or an equivalent combination of education and experience demonstrating the ability to perform in this classification.


REQUIRED CERTIFICATIONS/LICENSES:
Registration as Professional Engineer (Civil) in Connecticut, or if licensed in another state, must obtain Connecticut license within six (6) months of appointment.

Must possess and maintain a valid Motor Vehicle Operator’s License.
