We are recruiting at a Engineer II to Principal Engineer level; the successful candidates will be placed in the appropriate job title based on qualifications.

Job Definition

This position supports bolstering the operational reliability and resiliency of the electric system through excellent transmission protection. This is accomplished through system modeling, protective schemes specification, relay settings development, investigation of operations, identifying mitigating measures to correct deficiencies, and collaboration with other workgroups.

The successful candidate will provide technical, engineering, and project management services related to the design, maintenance, operations, improvements of and additions to the District’s facilities and systems in a technically sound, safe, timely, and cost effective manner to enable the District to realize its goals and objectives. Serves as a technical resource in field of engineering expertise. Applies intensive and diversified knowledge of engineering principles and practices in a broad area of assignments. Plans, organizes, assigns, and conducts work requiring judgment in the independent evaluation, selection, and substantial adaptation and modification of standard techniques, procedures, and criteria. Performs as project leader on medium to large and/or complex projects and assignments. Trains, mentors, reviews, approves, and may seal work of unlicensed engineers. May represent the District in conferences, technical and/or business and trade groups.

Experience/Education

Engineer II - $102,161 to $127,702 Annually

Minimum Education and Experience

  • Bachelor's Degree in Engineering, or related field, AND
  • Two (2) years of related engineering experience.

OR

  • Six (6) years of directly related engineering experience

Preferred Licenses(s) and/or Certifications(s):

  • Master's Degree in Electrical Engineering, Civil Engineering, or Mechanical Engineering. .

Engineer III - $128,150 to $160,188 Annually

Minimum Requirements

  • Bachelor's Degree in an Engineering related field, AND
  • Four (4) years of related engineering experience;

OR

  • Eight (8) years of directly related engineering experience and a Washington State Professional Engineering License (PE) in-lieu of a Bachelor's Degree.

Preferred Education and Experience:

  • Master's Degree in Electrical Engineering, Civil Engineering, or Mechanical Engineering.

Professional Engineer - $160,751 to $200,938 Annually

Minimum Requirements

  • Bachelor's Degree in an Engineering related field, AND
  • Six (6) years of related engineering experience.

OR

  • Ten (10) years of directly related engineering experience

Preferred Education and Experience:

  • Master's Degree in Electrical Engineering, Civil Engineering, or Mechanical Engineering.

Principal Engineer - $180,041 to $225,052 Annually

Minimum Requirements

  • Bachelor's Degree in an Engineering related field, AND
  • Eight (8) years of related engineering experience.

OR

  • Twelve (12) years of directly related engineering experience

Preferred Education and Experience:

  • Master's Degree in Electrical Engineering, Civil Engineering, or Mechanical Engineering

Professional and Principal Engineer

Minimum Licenses(s) and/or Certifications(s):

  • Valid Washington State Driver's License with a good driving record
  • Washington State Professional Engineering (PE) License.

Department Responsibilities

  • Providing support for projects in an assigned area of the service territory from conceptual design through commissioning and operation in the field.
  • Maintaining and demonstrating compliance with North American Electric Reliability Corporation (NERC) reliability standards for protection and control, as well as providing support for transmission planning standards.
  • Help develop and review protection system design deliverables (one line, three line, AC/ DC schematics…)
  • Perform short circuit overcurrent and distance coordination studies using the ASPEN OneLiner short circuit analysis software to develop protective relay settings; experience with Schweitzer Engineering Laboratories (SEL) products preferred.
  • Perform peer work reviews.
  • Provide technical support to Relay Technicians by assisting with the commissioning of new protection systems and performing troubleshooting activities when deficiencies or failures occur.
  • Develop policies and procedures to ensure compliance of transmission protections systems with NERC, WECC Requirements subject to current and future enforcement.
  • Perform periodic tasks to maintain compliance with NERC, WECC Standard requirements subject to enforcement, both as a Standard Lead and a SME.
  • Periodically update and maintain Short Circuit models.
  • Analyze disturbance events and develop and implement corrective action plans as needed.
  • Develop, review and update Energy Control Center technical operating guides and procedures related to protection systems.
  • Provide technical support and direction to Energy Control Center System Operators to help guide operating decisions during normal and emergency situations.
  • Collaborate with the System Planning Engineering group to provide design guidance and protections system performance analyses necessary for planning studies and the development of system reliability improvement capital projects.
  • Provide design review and guidance for new transmission interconnection requests.
  • Support storm and/or emergency restoration efforts.
  • Investigate new protection system technologies and develop and implement test procedures to help adopt them.
