This application is a discrete component of the larger Army H2F program and requires strong technical leadership, agile execution, cybersecurity oversight, and stakeholder coordination.</p><p>The TPM will lead a lean Agile Scrum team responsible for cloud architecture, cybersecurity, DevSecOps, data engineering, and the development of a user interface (UI) that provides secure access to the H2F application. Headquartered in Tysons, Virginia, LMI is committed to delivering impactful results that strengthen missions and drive lasting value.</p><h4>Responsibilities</h4><p>Responsibilities will include:</p><ul><li>Assess USPIS organizational structure, leadership distribution, and reporting lines to identify misalignments with mission priorities.</li><li>Recommend new or restructured organizational roles, divisions, or governance processes that strengthen workforce readiness.</li><li>Advise on change management strategies to support adoption of workforce planning models and organizational reforms.</li><li>Facilitate executive-level workshops with the Chief Postal Inspector and division leadership to validate proposed structural changes.</li><li>Integrate organizational recommendations with workforce analysis, skills gap assessments, and strategic plan updates.</li><li>Develop communication and stakeholder engagement strategies to build buy-in for organizational change.</li><li>Provide expertise on succession planning, leadership pipelines, and talent management within law enforcement organizations.</li><li>Benchmark USPIS’s organizational practices against peer federal investigative agencies to highlight leading practices.</li><li>Support and oversee the research and validation of workforce drivers to appropriate</li><li>Draft implementation roadmaps that align organizational design with GAO and OIG recommendations on workforce planning.</li></ul><h4>Qualifications</h4><h4>Minimum Requirements</h4><ul><li><strong>Education</strong>: Bachelor’s degree in Organizational Development, Business Administration, Public Administration, or related field.</li><li><strong>Experience</strong>: 10+ years of experience in organizational design, governance, and change management, with at least 5 years supporting federal agencies.</li><li><strong>Technical Skills</strong>:<ul><li>Demonstrated ability to conduct organizational assessments and recommend structural improvements.</li><li>Strong background in federal human capital management and organizational effectiveness frameworks.</li><li>Experience in stakeholder engagement, facilitation, and consensus building at senior levels.</li></ul></li><li><strong>Other Requirements</strong>:<ul><li>Exceptional communication and presentation skills, with experience briefing federal executives.</li><li>Proven track record leading organizational change in complex or law enforcement environments.</li><li>Ability to obtain and maintain a Public Trust or higher clearance.</li></ul></li></ul><h4>Desired Skills</h4><ul><li> Master’s degree in Organizational Development, Industrial/Organizational Psychology, or Business Administration (MBA/MPA).</li><li>Certifications such as Prosci Change Management, SHRM-SCP, or HRCI SPHR.</li><li>Experience leading organizational transformation initiatives within law enforcement or homeland security agencies.</li><li>Familiarity with GAO, OIG, and OMB frameworks for organizational performance and accountability.</li><li>Knowledge of USPS or USPIS governance processes and organizational culture.</li><li>Experience developing succession planning programs and leadership development frameworks.</li></ul><p>Target salary range: $109,242-$189,108</p><p><strong><em>Disclaimer:</em></strong>&nbsp;</p><p>The salary range displayed represents the typical salary range for this position and is not a guarantee of compensation.
