At MLT, we create solutions by empowering our people to fulfill their passion for service. In support of Program Manager Tactical Communications & Electromagnetic Warfare Systems (PM TCE), we are seeking an on-site Program Analyst with experience developing program- and system-level requirements.
Responsibilities:
- Provide analytical support in any of the following disciplines: engineering, science, business, financial, cost, or program management, to include analysis, design, development, testing, integration, logistics, program management, cost, financial, or management analysis, or maintenance of systems, processes, programs, offices or products.
- Develop and/or review acquisition documentation, program reports, papers, drawings, specifications, and procedures.
Specific requirements and tasks may include, but are not limited to the following:
- Provide program analysis and subject matter expertise to Capabilities Integration Officers (CIOs) at Combat Development and Integration (CD&I), Marine Corps Combat Development Command (MCCDC), Quantico, VA.
- Facilitate communication between PM TCE Program Management Office personnel and CD&I CIOs to support informed requirements and acquisition decisions.
- Draft, review, and edit requirements, documentation, and correspondence for Government review and approval, ensuring alignment with Department of Defense (DoD) and Marine Corps requirements documentation standards and templates.
- Ensure alignment of requirements documentation with program acquisition strategies, milestone schedules, and program decision milestones.
- Coordinate with Marine Corps operating forces to identify capabilities, gaps, solutions, and risk areas; ensure program portfolios provide the capabilities necessary to fulfill Marine Corps missions.
- Deliver capability briefs and information papers.
- Conduct periodic analysis to validate and adjust Approved Acquisition Objectives (AAOs) within the Total Force Structure Management System (TFSMS); prepare and update TFSMS reports as required by supported programs.
- Provide analytical support to Program Objective Memorandum (POM) budget development and budget exhibit reviews; assist in drafting POM funding initiatives for Government review.
Education/Experience:
- Bachelor's Degree
- 7-10 Years of Experience
Specific/Preferred Requirements:
- Foundational knowledge of Joint Capabilities Integration and Development System (JCIDS) policy (i.e., Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 3170.01) and DoD/Marine Corps requirements documentation processes (i.e., DoD Instruction 5000.02, Secretary of the Navy Instruction (SECNAVINST) 5000.2)
- Foundational knowledge of DoD requirements and capabilities development processes
- Capable of translating warfighter needs and policy guidance into clear draft documentation
- Strong writing and analytical skills; collaborative, team player; organized and attentive to detail
- Proficient in Microsoft Office Suite (Word, PowerPoint, Excel, SharePoint, Outlook)
- Basic familiarity with TFSMS and DoD requirements management tools
Physical Demands:
This position requires the ability to sit, stand, walk, speak and hear, and to use hands and arms for routine work tasks. The employee may occasionally lift or move items up to 30 pounds. Vision abilities required include close and distance vision, peripheral vision, depth perception, and the ability to adjust focus, with or without corrective lenses.
